The Ministry of Human Resources and Social Development has intensified its oversight efforts on private sector establishments across various regions of the Kingdom. Since the beginning of 2025 until August 16, the Ministry’s inspection teams carried out more than 912,000 field visits.
The Ministry emphasized that these inspections are part of its ongoing plans to regulate the labor market and ensure establishments’ compliance with regulations and bylaws. It is keen on enhancing effective oversight and raising compliance levels to provide a more efficient and disciplined work environment.
The intensive inspection campaigns during this period resulted in the identification of 252,219 various labor regulation violations. Legal measures were taken against non-compliant establishments, while 98,462 establishments were warned to rectify their situations.
The Ministry has given top priority to job localization within its strategies for labor market development. A significant portion of the inspection visits were dedicated to monitoring establishments’ compliance with localization decisions and programs. During the same period, inspection teams conducted more than 586,104 field visits focused on localization to verify the implementation of related decisions across various establishments. This led to the identification of 15,877 violations specifically related to non-compliance with localization decisions and the employment of non-Saudi workers in positions reserved for Saudis, which helped protect job opportunities for citizens. These intensive efforts contributed to providing quality employment opportunities for national cadres, resulting in the creation and documentation of more than 49,509 new jobs for Saudis in the private sector during the same period.
The Ministry also identified several violations related to wage protection systems and delayed salary payments, which were addressed to ensure timely payment of workers’ dues and protection of their rights. Continuous follow-up enabled many establishments to correct their course and avoid escalated penalties, which positively impacted the improvement of the work environment and raised compliance levels in the private sector.
The past period witnessed a noticeable increase in private sector establishments’ compliance with localization decisions, reflecting the effectiveness of field inspection mechanisms and their alignment with the Ministry’s policies aimed at enhancing labor market stability and reinforcing governance practices. These improvements have enabled many establishments to achieve their specified localization targets, positively impacting market efficiency and its ability to attract national talents.
Within the framework of community partnership, the Ministry received through its official channels during the same period 44,547 reports from community members about violations detected in the labor market. These were handled according to approved procedures and urgently, reflecting the effectiveness of the Ministry’s monitoring and response system. Additionally, in the first quarter of the current year, it received 14,657 reports that were processed within specified timeframes.
These efforts align with the objectives of Saudi Vision 2030, which seeks to build a prosperous labor market attractive to talents and increase the participation rate of Saudis in the national economy. Through its regulatory and oversight responsibilities, the Ministry focuses on developing the work environment, ensuring regulatory compliance, activating localization programs, and monitoring labor market performance in line with the Vision’s aspirations while enhancing operational efficiency and sustainable growth.
