PAM UPTD Builds Five Clean Water Infrastructure Points
Review of clean water infrastructure development by officials.
TANGSEL CITY – The Regional Technical Implementation Unit (UPTD) for Drinking Water Management (PAM) under the Department of Public Works and Spatial Planning (DCKTR) of South Tangerang City is carrying out the development of clean water facilities and infrastructure in five different locations.
This infrastructure development is intended as a solution to the scarcity of clean water, especially in areas not yet reached by the PAM water network. Furthermore, this development is expected to improve community welfare by providing better, safer, and more independent access to clean water.
This program is also part of the South Tangerang City Government’s efforts to equalize access to clean water, improve the quality of life, and address issues faced by the community.
The Head of the UPTD PAM DCKTR of South Tangerang City emphasized that the need for clean water is a very basic and essential requirement for every living being.
Therefore, providing clean water facilities aims to guarantee availability and facilitate public access to clean water. This must meet aspects of quality, quantity, and continuity, so that the community can enjoy a healthy and prosperous life.
“In 2025, there are five points for the development of clean water facilities and infrastructure being carried out to fulfill clean water services for residents,” it was stated in the Lengkong Wetan Office Area, Cipta Karya Building, Serpong District.

Supporting the Government Program
It was explained that the development of clean water infrastructure is carried out to support the City Government’s program, especially in providing basic facilities for the community. The selection of drilling locations is based on the dynamics of the community’s need for clean water, particularly in areas experiencing difficulty obtaining clean water or often affected by drought during the dry season.
The five locations targeted for infrastructure development this year include four points in Pondok Aren District, namely Pondok Maharta Housing RT 04/RW 11, Pondok Safari RT 02/RW 15, Jl. Haji Samiin, Gang Swadaya 2 RT 01/RW 05, and Jl. Bugenvil 1, Taman Baca Edukasi, Taman Mangu Indah Housing RT 01/RW 06. Meanwhile, the other point is located in North Serpong District, precisely at Jl. Pondok Pakulonan, RT 03/RW 12. Serpong District, Paku Alam.
“The development of clean water infrastructure is carried out by drilling wells to a depth of approximately 80 meters, equipped with tank capacities ranging from 2,000 to 4,000 liters, with the ability to supply the clean water needs of approximately 100 to 150 households,” it was explained.
Separately, the Head of RT 03/RW 12, Pakualam Village, Serpong District, expressed appreciation and gratitude for the development of clean water infrastructure in his area. It was assessed that the presence of this facility greatly assists the community in obtaining decent access to clean water.
“Residents welcomed the development of this infrastructure enthusiastically, as they finally have access to a safe, quality, and more reliable supply of clean water,” it was stated.
Drinking Water Management (PAM)
“Drinking Water Management,” often abbreviated as PAM (from the French “Production d’Eau Potable”), refers to the public utility systems responsible for treating and distributing safe drinking water. Historically, these systems evolved from ancient aqueducts to modern, sophisticated treatment plants in response to urbanization and public health needs. The primary goal of PAM is to ensure a reliable supply of clean water by managing sources, purification processes, and the distribution network for a community.
