Chongqing – The Chongqing Municipal Human Resources and Social Security Bureau recently issued the “Implementation Plan for the Digital Technology Engineer Training Program (2025-2030)”. The program aims to cultivate high-level, urgently needed digital technology talent as its core focus, planning to train no less than 3,000 digital technology engineers annually from 2025 to 2030.
With the vigorous development of the digital economy, the Chongqing Human Resources and Social Security Bureau has strengthened the comprehensive training of digital technology talent. Over the past three years, 21,000 professionals in new digital fields have been trained, providing solid talent support for the rapid growth of the city’s digital economy.
The newly issued Implementation Plan specifies training participants, subsidy standards, and division of responsibilities. Training participants include college graduates with associate degrees or higher and enterprise employees; subsidy-eligible training participants are graduating college students and enterprise employees; subsidy recipients are students who pass the digital technology engineer training program’s level assessment for the first time and obtain professional technical level certificates. Subsidy standards are based on the level assessment fees publicly announced by the digital technology engineer training program’s evaluation institutions.
The Implementation Plan mainly highlights three characteristics. First, it focuses on key fields and precisely cultivates talent. Closely centered around key digital technology fields such as artificial intelligence, Internet of Things, big data, and cloud computing, the program aims to precisely cultivate high-level digital technology talent that meets market demands through the implementation of the digital technology engineer training program, effectively supporting the high-quality development of the digital economy.
Second, it emphasizes mechanism innovation and practical results. The Implementation Plan adopts innovative mechanisms in training subsidies and level assessment subsidies, such as the “institution advance payment, reimbursement afterward” principle for training subsidies, and the “exemption from application” subsidy distribution method, improving the convenience and efficiency of policy implementation. Meanwhile, it emphasizes linking training quality with assessment pass rates to ensure training effectiveness.
Third, it promotes multi-party coordination and strengthens guarantees. The Implementation Plan clarifies the work responsibilities of various parties including the Chongqing Municipal Human Resources and Social Security Bureau, district/county human resources and social security bureaus, and training institutions, forming a work pattern of multi-party coordination and joint advancement.
Additionally, Chongqing will provide implementation guarantees for the Implementation Plan through measures such as strengthening fund supervision and strictly handling disciplinary violations and illegal activities.
