From September 1, 2025, several new policies supporting industrial development and regulations on requirements for driver training will take effect.

New Functions, Duties, and Powers of National Universities

The Government issued Decree No. 201/2025/ND-CP on July 11, 2025, regulating the functions, duties, and powers of national universities. This decree takes effect from September 1, 2025, replacing Decree No. 186/2013/ND-CP dated November 17, 2013, on national universities.

Decree 201/2025/ND-CP stipulates that a national university is a public higher education institution managed by the Ministry of Education and Training, with legal status, its own account, and the use of a seal bearing the National Emblem.

National universities have the function of providing high-quality multidisciplinary and multi-field higher education, scientific research, and technology transfer, with some training fields leading domestically and achieving high international rankings.

National universities are under the state management of the Ministry of Education and Training, the Ministry of Science and Technology, other ministries and sectors, and the People’s Committees at all levels where the national university is headquartered, in accordance with the law.

The above decree takes effect from September 1, 2025.

Additional Policies for Supporting Industrial Development

The Government issued Decree No. 205/2025/ND-CP on July 14, 2025, amending and supplementing certain articles of Decree No. 111/2015/ND-CP dated November 3, 2015, on the development of supporting industries. Decree No. 205/2025/ND-CP takes effect from September 1, 2025.

Decree 205/2025/ND-CP amends and supplements several points and clauses of Article 5 on policies supporting the application and transfer of technology for the production of supporting industrial products.

Accordingly, organizations and individuals engaged in applied research, transfer, innovation, and improvement of technology to produce supporting industrial products listed in the Priority Development Supporting Industrial Products Catalog are entitled to incentives and support from the National Technology Innovation Fund, the National Science and Technology Development Fund, the National High-Tech Development Program, incentives and support for technology transfer, and other incentives and support as per current regulations.

Intellectual Property, Technology, and Technical Know-How Can Be Used as Capital Contributions to Innovative Startup Investment Funds

The Government issued Decree No. 210/2025/ND-CP on July 21, 2025. This decree amends Article 5 of Decree No. 38/2018/ND-CP on Innovative Startup Investment Funds by expanding certain conditions, such as the types of assets for capital contribution (adding contributions in the form of intellectual property rights, technology, and technical know-how) and forms of investment (convertible instruments, share purchase rights); simultaneously, it provides clearer and stricter regulations on the use of idle capital and investments in credit institutions.

Specifically, Decree No. 210/2025/ND-CP states: An innovative startup investment fund does not have legal status and has from 2 to a maximum of 30 capital-contributing investors established based on the fund’s charter. An innovative startup investment fund is not allowed to contribute capital to another innovative startup investment fund.

Capital contributions can be made in Vietnamese Dong, land use rights, intellectual property rights, technology, technical know-how, and other assets that can be valued in Vietnamese Dong.

The above decree takes effect from September 15, 2025.

Conditions for Issuing Business Licenses for Civil Cryptographic Products and Services

The Government issued Decree No. 211/2025/ND-CP on July 25, 2025; which regulates the business of civil cryptographic products and services and the export and import of civil cryptographic products.

Decree 211/2025/ND-CP stipulates that enterprises are granted a Business License for civil cryptographic products and services when they fully meet the conditions specified in Clause 2
