Notice on the Issuance of the “Shanghai Huangpu District Popular Science Project Management Measures (Trial)”
To all relevant units:
To assist in building a collaborative popular science development framework involving the government, society, and the market, to encourage social organizations to carry out popular science activities, and to standardize the management of popular science projects, the Huangpu District Association for Science and Technology has formulated the “Shanghai Huangpu District Popular Science Project Management Measures (Trial)” in accordance with relevant laws and regulations. These measures will take effect from January 2, 2026.
Shanghai Huangpu District Popular Science Project Management Measures (Trial)
Chapter I: General Provisions
Article 1 To further strengthen the management of popular science projects in Huangpu District, support and encourage society-wide popular science activities, promote the development of regional popular science capacity, and ensure the sustained and stable development of popular science initiatives, these measures are formulated based on relevant national and municipal laws, regulations, and policy documents, and in consideration of the district’s actual conditions.
Article 2 The term “Popular Science Project” in these measures refers to projects applied for and receiving funding from the Huangpu District Association for Science and Technology (hereinafter referred to as the District Association) for the purpose of advancing the district’s popular science work and development.
Article 3 The District Association is the organizational and administrative department for popular science projects, responsible for project management, fund management, supervision, inspection, and performance evaluation. The project undertaking unit is the responsible entity for project implementation and fund usage, fulfilling its duties in project application, organization, implementation, acceptance application, and fund usage, and accepting the District Association’s supervision and inspection of project execution.
Article 4 Categories of Popular Science Projects
The District Association sets the funding directions, amounts, and methods for popular science projects, and solicits, approves, and manages projects from the public. Project application and undertaking units design and plan specific implementation plans.
(1) Popular Science Activities: Including themed popular science promotions, exhibitions, special popular science events, science and technology education, scientific inquiry, technology competitions, and popular science services.
(2) Popular Science Works: Including popular science-related courses, operation and maintenance of new media science content, books and publications, artistic performance works, digital works, educational exhibits and tools, and theoretical research results.
(3) Other Categories: Other projects that comply with relevant regulations and are approved for funding by the District Association.
Chapter II: Principles
Article 5 Principles for Popular Science Project Management
(1) Principle of Openness and Transparency: The application, approval, implementation, and acceptance of popular science projects shall be open and transparent, and announced to the public in an appropriate manner.
(2) Principle of Selective Funding: Priority funding shall be given to projects with wide impact, comprehensive positive effects, and those that align with the district’s popular science characteristics and strengths.
(3) Principle of Earmarked Funds: Funds for popular science projects must be used strictly for their designated purposes according to the project budget.
(4) Principle of Performance Focus: Emphasis shall be placed on the scope of activity coverage, relevance of activities, and participant satisfaction; on the compliance and effectiveness of fund usage; and on leveraging a guiding and leveraging role to encourage relevant social organizations to undertake popular science projects.
Chapter III: Project Management
Article 6 The District Association publicly releases annual popular science project application guidelines or notices, specifying the key funding directions and funding amounts for the year.
Article 7 Application Conditions for Popular Science Projects
(1) The proposed popular science project must comply with the requirements of the application guidelines or notice and have clear performance evaluation objectives.
(2) The proposed popular science project must have a detailed budget and possess the necessary conditions for implementation.
(3) The project implementation period is generally one year. Extensions may be applied for under special circumstances.
(4) Projects that have already received special funding from other government departments or subsidies from other institutions will not be funded.
Article 8 Applicants for Popular Science Projects
(1) Applicants are enterprises, public institutions, social organizations, and other professional agencies conducting science popularization within the district. Projects can be applied for by a single unit or jointly by multiple units. Applications from individuals are
