The Politburo has decided to transfer and assign Mr. Truong Quoc Huy, Secretary of the Ninh Binh Provincial Party Committee, to hold the position of Secretary of the Phu Tho Provincial Party Committee for the 2025-2030 term.

On the morning of September 30, the first congress of the Phu Tho Provincial Party Committee for the 2025-2030 term opened solemnly.

At the congress, Deputy Head of the Central Organizing Commission Hoang Dang Quang announced the Politburo’s decisions regarding personnel work; decisions appointing the Executive Committee, Standing Committee, and Deputy Secretaries of the Phu Tho Provincial Party Committee for the 2025-2030 term.

According to Mr. Quang, the Politburo recently decided to appoint Mr. Dang Xuan Phong, Member of the Party Central Committee, Secretary of the Phu Tho Provincial Party Committee, to hold the position of Secretary of the Ninh Binh Provincial Party Committee for the 2025-2030 term.

The decision will be announced and presented at the Ninh Binh Provincial Party Committee. The Politburo assigned Mr. Phong to continue directing until the closing session of the Phu Tho Provincial Party Congress.

The Politburo also decided to appoint 97 members to the Executive Committee of the Phu Tho Provincial Party Committee and 27 members to the Standing Committee of the Provincial Party Committee.

The Politburo decided to transfer, assign, and appoint Mr. Truong Quoc Huy, Secretary of the Provincial Party Committee, Head of the Ninh Binh Provincial National Assembly Delegation, to participate in the Executive Committee, Standing Committee, and hold the position of Secretary of the Phu Tho Provincial Party Committee for the 2025-2030 term.

The decision appointed the following individuals as Deputy Secretaries of the Phu Tho Provincial Party Committee: Tran Duy Dong, Bui Van Quang, Bui Duc Hinh, Bui Huy Vinh, Bui Thi Minh, Nguyen Manh Son.

Mr. Truong Quoc Huy (born 1970, originally from the former Nam Dinh province, now Ninh Binh), holds a Master’s degree in Economic Management and advanced theoretical political education.

Mr. Huy previously served as General Director of Vicem Hoang Mai Cement Company in Nghe An province; General Director of Vicem But Son Joint Stock Cement Company; Vice Chairman of the former Ha Nam Provincial People’s Committee; Secretary of Duy Tien District Party Committee (former Ha Nam); Chairman of the former Ha Nam Provincial People’s Committee; Secretary of the former Ha Nam Provincial Party Committee.

After the merger of three provinces – Ha Nam, Ninh Binh, and Nam Dinh – Mr. Truong Quoc Huy was appointed by the Politburo as Secretary of the Provincial Party Committee and Head of the new Ninh Binh Provincial National Assembly Delegation.

Mr. Dang Xuan Phong (born 1972, originally from the former Vinh Phuc province, now Phu Tho) holds a Doctorate in Economics and a Bachelor’s degree in Political Theory.

Mr. Phong worked for many years in the former Lao Cai province and held positions including Director of the Lao Cai Provincial Department of Planning and Investment; Secretary of Bac Ha District Party Committee; Vice Chairman then Chairman of the Lao Cai Provincial People’s Committee; Secretary of the Lao Cai Provincial Party Committee.

From January 2025, he was transferred and appointed by the Politburo as Secretary of the Vinh Phuc Provincial Party Committee. In late June 2025, he was appointed by the Politburo as Secretary of the new Phu Tho Provincial Party Committee (following the merger of three provinces – Phu Tho, Vinh Phuc, and Hoa Binh).

Ninh Binh Provincial Party Committee

The Ninh Binh Provincial Party Committee is the leading political organ of the Communist Party of Vietnam in Ninh Binh province. It is responsible for directing the implementation of the Party’s guidelines, resolutions, and policies within the local government and society. Its history is intrinsically linked to the development of the Communist Party’s leadership in the region following the establishment of the Democratic Republic of Vietnam.

Phu Tho Provincial Party Committee

The Phu Tho Provincial Party Committee is the leading political organ of the Communist Party of Vietnam in Phu Tho Province. It guides the implementation of party policies and state laws within the province, focusing on local socio-economic development and political stability. Historically, the committee’s origins are tied to the revolutionary struggle and the establishment of the party’s leadership structure in the region during the 20th century.

Ha Nam Provincial People’s Committee

The Ha Nam Provincial People’s Committee is the local government administration for Ha Nam Province in northern Vietnam. As a modern administrative body, it is responsible for implementing state management and socio-economic development in the province, which was re-established in 1997 after being merged with neighboring provinces for a period.

Duy Tien District Party Committee

The Duy Tien District Party Committee is the local governing communist party body in the Duy Tien district of Hà Nam Province, Vietnam. It was established to lead the implementation of party policies, political tasks, and socio-economic development in the region. Lao Cai Provincial Department of Planning and Investment

Bac Ha District Party Committee
