Mr. Vo Hoang Ngan appointed Director of Ho Chi Minh City Department of Planning and Architecture
On the afternoon of September 30, Ho Chi Minh City appointed Mr. Vo Hoang Ngan as Director of the Department of Planning and Architecture along with deputy directors.
On the afternoon of September 29, the Chairman of Ho Chi Minh City People’s Committee Nguyen Van Duoc presented the appointment decision for Mr. Vo Hoang Ngan – Director – to become Director of Ho Chi Minh City Department of Planning and Architecture after the City People’s Council approved the separation of the Department of Planning and Architecture from Ho Chi Minh City Department of Construction.
During the ceremony, the retirement decisions under the regime were announced for Mr. Luong Minh Phuc – Director of the Management Board for Investment in Construction of Ho Chi Minh City Transportation Projects (Transportation Board) – effective from October 1, 2025;
Mr. Tran Truong Son – Chairman of Ho Chi Minh City Red Cross Society effective from July 1, 2025; Ms. Dinh Hong Minh – Vice Principal of Ly Tu Trong College in Ho Chi Minh City – effective October 1.
Simultaneously, the transfer decision was announced for Mr. Vo Hoang Ngan – Director of Ho Chi Minh City Department of Construction – to become Director of Ho Chi Minh City Department of Planning and Architecture (transfer period of 5 years); Mr. Truong Trung Kien – Deputy Director of the Department of Construction – transferred to Ho Chi Minh City Department of Planning and Architecture as Deputy Director (5 years).
Mr. Phan Van Tuan – Deputy Director of the Department of Construction – to Ho Chi Minh City Department of Planning and Architecture as Deputy Director (5 years); Ms. Duong Thao Hien – Deputy Director of the Department of Construction – to Ho Chi Minh City Department of Planning and Architecture as Deputy Director. Similarly, Mr. Huynh Pham Tuan Anh – Deputy Director of the Department of Construction – was also transferred to Ho Chi Minh City Department of Planning and Architecture as Deputy Director.
Mr. Vo Hoang Ngan was born in 1978, originally from former Binh Duong province (now Ho Chi Minh City). He graduated from the construction faculty of Ho Chi Minh City University of Technology.
Before being appointed as Director of Ho Chi Minh City Department of Construction, Mr. Ngan previously held positions as Vice Chairman of the former Thu Dau Mot City People’s Committee, Deputy Director of the former Department of Construction, Director of the former Binh Duong Provincial Department of Construction, and Deputy Head of the former Binh Duong Provincial Party Committee’s Organization Board.
On the same day, the Chairman of Ho Chi Minh City People’s Committee Nguyen Van Duoc also presented the appointment decision for Mr. Nguyen Anh Minh – Deputy Director of Ho Chi Minh City Department of Construction – to become Director of the Management Board for Investment in Construction of Transportation Projects (Transportation Board), replacing Mr. Luong Minh Phuc who retired from October 1.
Before the administrative unit merger at the provincial level, Mr. Minh was Director of Binh Duong Provincial Department of Construction.
The Secretary of Ho Chi Minh City Party Committee Tran Luu Quang stated that the Standing Committee of Ho Chi Minh City Party Committee agreed to implement the separation of the Department of Planning and Architecture from Ho Chi Minh City Department of Construction.
