BEKASI CITY – The Bekasi City Government is currently proposing a draft regional regulation on Capital Participation for Regionally-Owned Enterprises to the Bekasi City DPRD.

The Chairman of the Regional Regulation Formation Body (Bapemperda) of Bekasi City DPRD stated that the Bekasi City Government has submitted changes to the regional regulation program in 2025. This step was taken in response to the 2024 BPK findings where capital participation in regionally-owned enterprises was not accompanied by a Capital Participation Regional Regulation.

“So we at Bapemperda are formulating whether the Capital Participation Draft Regional Regulation can be included in the 2025 and 2026 Revised Regional Budget. This is what we are currently discussing, and it has been conveyed that the Bekasi City Government has conducted a comparative study to Semarang City which has previously created a Regional Regulation on Capital Participation for Regionally-Owned Enterprises,” said the chairman during a meeting in the Bapemperda room.

The chairman also did not deny that the Capital Participation Draft Regional Regulation for Regionally-Owned Enterprises in Bekasi City would adopt what has been implemented by the Semarang City Government.

“Later the Capital Participation Regional Regulation will be formed for 5 years, in accordance with the Regional Medium-Term Development Plan of the Mayor and Deputy Mayor of Bekasi for the 2025-2030 period. Essentially, we are currently discussing the draft regional regulation and also consulting with the Ministry of Law and the West Java Provincial Legal Bureau,” he explained.

“We have five regionally-owned enterprises, later the details will be discussed with the Bekasi City Government. The discussion will determine whether we will create a special committee or discuss it further in the consultative body,” he added.

As known, in the West Java Provincial BPK Audit Report on the examination of the Bekasi City Government for the 2024 Fiscal Year, it was stated that financing expenditures did not have an adequate determination basis.

The West Java Provincial BPK did not state that Capital Participation to Regionally-Owned Enterprises lacked legal basis, therefore based on the West Java Provincial BPK Audit Report, the Bekasi City Government will follow up by preparing a Draft Regional Regulation on Capital Participation to Regionally-Owned Enterprises for the 2026 Fiscal Year.
