“DePA-RI Collaborates with The Law Society of Singapore”

Singapore – The Indonesian Advocates Movement Council (DePA-RI) signed a Memorandum of Understanding (MoU) with The Law Society of Singapore (LSS) on Friday, August 15, 2025, at the LSS office in Maxwell, Singapore.
The MoU was signed directly by the Chairman of DePA-RI, Dr. TM Luthfi Yazid, and the President of The Law Society of Singapore, Lisa Sam Hui Min.
Lisa Sam Hui Min is an alumna of the University of Kent in the UK and the third woman to serve as president of the Singaporean lawyers’ organization.
In her speech, Lisa Sam expressed gratitude for the collaboration with DePA-RI and hoped the partnership would be long-lasting.
Meanwhile, Dr. TM Luthfi Yazid mentioned his long-standing professional relationship with The Law Society of Singapore. He had previously worked with Malathi, a former Vice President of LSS and the first President of LAWASIA.
Luthfi once discussed a pro bono case he handled with Malathi (whom he called “Mal”)—the 2004 murder case involving Sundarti, an Indonesian domestic worker from East Java, who was accused of killing her employer in Singapore.
Initially facing the death penalty, Sundarti was ultimately sentenced to life imprisonment. Malathi provided valuable advice, including diplomatic efforts.
Luthfi, who is also a member of the Indonesian Supreme Court’s Working Group on Mediation, recalled attending the International Bar Association conference in Singapore around 1997, where he directly asked then-Prime Minister Lee Kuan Yew how Singapore established its legal system early in its governance.
Lee Kuan Yew responded that the key was the Rule of Law in managing a diverse society, including Indian, Chinese, and Malay communities with different customs and backgrounds.
DePA-RI appreciated LSS’s invitation to collaborate in various areas. During their visit to Singapore, the DePA-RI delegation aimed to learn how LSS developed its organization and activities to achieve progress.
The agreement between The Law Society of Singapore and DePA-RI includes five key points: First, mutual assistance and exchange of legal information between Singapore and Indonesia. Second, joint activities such as seminars, conferences, and webinars on agreed-upon topics. Third, facilitating exchanges for lawyers from both countries to undergo training at law firms in each other’s nations.
Fourth, actively promoting interaction and cooperation between members of both legal organizations. Fifth, exploring and developing business opportunities in both countries for the benefit of their members.
Both Luthfi Yazid and Lisa Sam hope the partnership between DePA-RI and The Law Society of Singapore will be sustainable, given the long-standing cooperation between Indonesia and Singapore in various fields, including law.
The day before, on August 14, 2025, DePA-RI met with the Singapore International Mediation Center (SIMC). During discussions, SIMC encouraged DePA-RI to advocate for Indonesia’s ratification of the Singapore Convention on Mediation, as 18 countries, including China, Brazil, and the U.S., have already done so.
Luthfi Yazid was accompanied by several DePA-RI leaders during his visit to Singapore, including Deputy Chairmen Akhmad Abdul Aziz Zein and Wati Shihite.
Also present were Secretary-General Sugeng Aribowo, Treasurer Broto Pramono Istanto, Honorary Council members Lalu Rusdi, Bachtiar Marassabessy, Azrina Fradella, Aulia Taswin, Michael Anshori, and Jakarta Chapter Head Diyah Kunthi Wardani.
The Law Society of Singapore (LSS)
The Law Society of Singapore (LSS) is the professional body representing lawyers in Singapore, established in 1967 to uphold the standards of the legal profession and promote the rule of law. It plays a key role in legal education, professional development, and advocacy for the interests of its members. The LSS also engages in public legal awareness initiatives and works closely with the judiciary and government to maintain a fair and efficient legal system.

LAWASIA, or the Law Association for Asia and the Pacific, is a regional organization established in 1966 to promote the rule of law, legal cooperation, and professional development among lawyers and jurists across Asia and the Pacific. It serves as a platform for dialogue, legal education, and advocacy on issues such as human rights, judicial independence, and regional legal reforms. Over the years, LAWASIA has played a key role in fostering collaboration among legal professionals and advancing justice in the region.
International Bar Association
The **International Bar Association (IBA)**, founded in 1947, is a global organization representing legal practitioners, bar associations, and law societies. It promotes the rule of law, legal reform, and professional development through advocacy, conferences, and publications. With members from over 170 countries, the IBA fosters international legal collaboration and ethical standards in the profession.
Singapore International Mediation Center (SIMC)
The **Singapore International Mediation Center (SIMC)** is a leading dispute resolution institution established in 2014, specializing in international commercial mediation. It was set up as part of Singapore’s initiative to become a global hub for alternative dispute resolution, offering a neutral and efficient platform for resolving cross-border disputes. SIMC works closely with legal and business communities to promote mediation as a preferred method for conflict resolution in Asia and beyond.
Singapore Convention on Mediation
The **Singapore Convention on Mediation**, formally known as the **United Nations Convention on International Settlement Agreements Resulting from Mediation**, is an international treaty established in 2019 to facilitate the enforcement of mediated settlement agreements across borders. It was developed under the United Nations Commission on International Trade Law (UNCITRAL) and signed in Singapore, reflecting the country’s role as a global hub for dispute resolution. The convention promotes mediation as an alternative to litigation, streamlining cross-border commercial dispute resolution.
Indonesian Supreme Court’s Working Group on Mediation
The Indonesian Supreme Court’s Working Group on Mediation is a body established to promote alternative dispute resolution (ADR) within Indonesia’s judicial system. It was formed to reduce court caseloads and encourage amicable settlements through mediation, aligning with global legal trends. The group develops guidelines, trains mediators, and implements mediation practices across courts to enhance access to justice and efficiency.
Lee Kuan Yew
Lee Kuan Yew (1923–2015) was the founding Prime Minister of Singapore, serving from 1959 to 1990, and is widely regarded as the architect of modern Singapore. Under his leadership, Singapore transformed from a small, resource-scarce nation into a prosperous global financial hub. His legacy is honored through landmarks like the Lee Kuan Yew School of Public Policy and the Lee Kuan Yew Memorial, reflecting his enduring influence on Singapore’s governance and development.
