BEKASI CITY – The Bekasi City Government through the Bekasi Regional Inspectorate organized a Technical Guidance activity on Type IV Self-Managed Procurement of Goods/Services for District and Sub-District Heads within the Bekasi City Government.
The activity, held at the H. Nonon Sontanie Hall, aims to enhance understanding and capacity of officials in implementing the Bekasi Keren Neighborhood Environment Arrangement Program, particularly for managers of community empowerment activities at the sub-district level.
The technical guidance featured two main resource persons who provided explanations regarding procedures, stages, and accountability principles in implementing goods/services procurement through the Type IV Self-Management mechanism.
It was explained in this activity that the implementation of Type IV Self-Management provides space for community groups to play an active role in environmental development through independent management of activities, from planning, implementation, to accountability. This mechanism is expected to strengthen community participation, increase budget transparency and efficiency, and support the success of the Bekasi Keren Neighborhood Environment Arrangement Program which is one of the flagship programs of the Bekasi City Government.
“Through this Technical Guidance, it is hoped that District and Sub-District Heads will have a comprehensive understanding in implementing self-managed procurement of goods/services in an orderly manner, in accordance with regulations, and oriented towards benefits for the community,” stated one of the resource persons.
Similarly, the Bekasi Regional Inspector as the activity initiator mentioned five principal aspects in Type IV self-management: 1) precise targeting, 2) benefit orientation, 3) compliance with procurement regulations, 4) enhancing community empowerment, and 5) synergy and collaboration.
This activity also serves as a coordination platform between the Regional Inspectorate, Government Administration Section, and regional officials in ensuring the implementation of community empowerment programs runs according to good governance principles, transparent and accountable.
With this technical guidance, it is hoped that all districts and sub-districts in Bekasi City can become driving forces in realizing well-organized, clean, and participatory environments through government and community collaboration.
