“Several Measures to Support Enterprises in Strengthening Basic Research and Enhancing New Momentum for High-Quality Development” has been approved by the municipal government and is hereby issued to you. Please ensure strict implementation.
Several Measures to Support Enterprises in Strengthening Basic Research and Enhancing New Momentum for High-Quality Development
To accelerate the establishment of a diversified investment mechanism for basic research, further strengthen the role of enterprises as key players in technological innovation, guide leading technology enterprises to act as “problem posers,” “evaluators,” and “solvers,” and enhance enterprises’ capabilities in basic research and original innovation for Shanghai’s key and future industries, the following measures are formulated.
1. Support enterprises in participating in decision-making consultations for basic research. Improve long-term mechanisms for enterprises to engage in scientific decision-making, actively attract outstanding entrepreneurs and strategic investors to participate in municipal-level basic research consultations, and conduct forward-looking, targeted, and preparatory research. Increase the proportion of enterprise experts in the municipal-level science and technology project expert database, and prioritize enterprise evaluations for basic research projects related to industrial development. 2. Support enterprises and the government in implementing the “Explorer Program.” Enhance the organizational mechanisms of the “Explorer Program,” leverage government guidance, and support enterprises in addressing critical scientific challenges in fields essential for economic and social development. Expand participation from enterprises in integrated circuits, biomedicine, artificial intelligence, and other key industries, and provide rapid response support for urgent research topics proposed by enterprises in critical fields. 3. Support enterprises in leading deep industry-academia-research collaboration. Encourage universities and enterprises to jointly establish collaborative innovation centers, with government and enterprises co-investing in a 1:1 ratio to support applied basic research on key scientific and technological issues. Municipal education and industry authorities, along with enterprises and universities, will implement joint innovation plans in key fields, focusing on the intersection of enterprise innovation and industrial chains to promote collaborative basic research and technology development. 4. Support enterprises in increasing investment in basic research. Encourage enterprises to strengthen technological reserves through greater investment in basic research. Enterprises investing ¥100 million or more annually will receive a one-time subsidy of ¥10 million; those investing between ¥50 million (inclusive) and ¥100 million (exclusive) will receive ¥5 million; and those investing between ¥10 million (inclusive) and ¥50 million (exclusive) will receive ¥2 million. 5. Support enterprises in establishing public welfare funds for basic research. Encourage enterprises and social organizations to set up public welfare foundations for basic research, fostering broader societal support. Foundations supporting basic research projects will receive matching funds equal to 50% of their contributions. Universities are encouraged to expand funding directions to further support basic research. 6. Support enterprises in utilizing shared scientific instruments and facilities. Facilitate enterprises’ access to large-scale scientific instruments and national major science infrastructure for high-level basic research. Enterprises will receive a 50% subsidy on fees for using such services, with a maximum annual subsidy of ¥1 million per enterprise. 7. Support tax incentives for enterprise investment in basic research. In accordance with national regulations, enterprise expenditures supporting non-profit research institutions, universities, and government natural science funds for basic research will be fully deductible before tax, with an additional 100% deduction. Non-profit research institutions and universities receiving basic research funding from enterprises, individuals, or other organizations will be exempt from corporate income tax. 8. Support enterprises in improving evaluation systems. Enterprises undertaking the construction of key municipal laboratories will be further guided
