Work Plan for Strengthening Supervision of Administrative Inspections Involving Enterprises in Jinshan District
To implement the requirements of documents such as the State Council’s “Opinions on Strictly Regulating Administrative Inspections Involving Enterprises” and the Municipal Government’s “Implementation Opinions on Regulating Administrative Inspections Involving Enterprises in This City,” continuously optimize the rule-of-law-based business environment, establish a comprehensive, multi-level, and multi-dimensional supervision mechanism for administrative inspections involving enterprises, standardize administrative inspection activities, protect the legitimate rights and interests of enterprises, and support high-quality regional economic development, this work plan is formulated based on the actual conditions of Jinshan District.
I. Work Objectives
Focusing on standardizing administrative inspection and enforcement activities involving enterprises, explore a “three-step” supervision model centered on “supervision + service,” aiming to address issues such as “repetitive, overlapping, and arbitrary inspections” of enterprises. The goal is to make administrative inspection and enforcement activities more standardized, orderly, fair, and transparent, effectively reduce the burden on enterprises, enhance their sense of benefit and satisfaction, and support high-quality economic development.
II. Work Measures
(I) Build a Diverse and Multi-dimensional Supervision Network
1. Improve information communication channels. Rely on platforms such as the District’s Joint Meeting on Business Environment Optimization, the Law-Based Government Construction and Enforcement Coordination Group, and the Task Force on Regulating Administrative Inspections Involving Enterprises to establish an information communication mechanism among all administrative enforcement units involved in enterprise inspections. Each quarter, conduct spot checks on no less than 10% of these units. By reviewing inspection materials, conducting on-site inspections, and evaluating enforcement case files, achieve timely and accurate mastery of various supervisory information. Strengthen coordination with administrative reconsideration, establish a mechanism for sharing clues between administrative reconsideration and enforcement supervision, ensure timely detection of issues in enforcement inspections, and promote the integration of passive and active supervision.
2. Broaden social supervision channels. Encourage enterprises and the public to actively participate in supervision through channels such as the 12345 Citizen Service Hotline and complaint reporting platforms and hotlines set up by administrative enforcement units, and to report illegal administrative inspection activities. Leverage the cooperation mechanism with the 12345 Citizen Service Hotline to strengthen information sharing and joint analysis, expanding the sources of complaints and reports. Enhance communication and collaboration with the Federation of Industry and Commerce and various industry associations, fully utilizing their bridging role. Through regular seminars and appointing legal observers, understand the difficulties and problems enterprises face during inspections and collect their opinions and suggestions in a timely manner. Additionally, actively invite social forces such as NPC deputies, CPPCC members, and the media to participate in supervision. Through open and covert inspections, questionnaires, and other methods, widely collect opinions and suggestions, conduct in-depth analysis, and provide strong support for supervision work.
3. Empower efficient supervision with digital tools. Utilize the city’s unified comprehensive enforcement system to collect and analyze data on the formulation and filing of administrative inspection plans in real time. Use the system’s “data supervision” module to review inspection case materials uploaded by administrative enforcement units each month, verify abnormal situations promptly, and enhance the scientific and targeted nature of supervision. Simultaneously, combine supervision resources such as the 12345 Citizen Service Hotline and the WeChat public accounts of administrative enforcement units to achieve dynamic monitoring of administrative inspections involving enterprises and timely identify potential issues.
(II) Innovate and Optimize Supervision Models
1. Implement the “supervision + service” model. Actively explore the innovative “supervision + service” model, creating a “three-step” method for supervising administrative inspections involving enterprises. Step one: precise early warning. Through building a diverse and multi-dimensional supervision network, continuously improve the problem discovery mechanism, monitor and analyze administrative inspection activities in real time, identify potential issues promptly, and issue early warnings to relevant enforcement units via phone calls, visits, or seminars to resolve problems at an early stage.
