The Shanghai Big Data Center is a fully funded public institution under the Shanghai Municipal Data Bureau, established in April 2018. It is primarily responsible for the centralized and unified management of public data in the city, the collection and integration of industry data and social data, the authorized operation of public data, the planning and implementation of application scenarios related to urban digital transformation, big data analysis and research, the construction, operation, and promotion of municipal-level application platforms, the unified planning of new infrastructure such as the government cloud, government external network, and big data resource platform, as well as the management, operation, maintenance, technical support, and data governance of information system projects for some municipal departments.
Due to business development needs, and in accordance with the “Shanghai Public Institution Open Recruitment Personnel Measures” (Shanghai Human Resources and Social Security Regulation [2019] No. 15), the center is now openly recruiting staff based on the principles of openness, equality, competition, and merit.
I. Recruitment Positions, Numbers, and Position Descriptions
Plans to recruit 15 staff members. For details on recruitment positions and descriptions, please refer to the “2025 Shanghai Big Data Center Open Recruitment Brochure” (hereinafter referred to as the “Recruitment Brochure”).
II. Recruitment Targets and Basic Conditions
(I) Recruitment Targets
Anyone who meets the registration conditions specified in this recruitment announcement and the qualifications for the positions outlined in the “Recruitment Brochure” is eligible to apply.
Non-local registered permanent residents who are not fresh graduates must hold a valid “Shanghai Residence Permit” for at least one year, calculated as of December 31, 2025.
Fresh graduates with work experience (e.g., employed after undergraduate studies and later admitted to full-time postgraduate programs) may apply as fresh graduates. If they meet the work experience requirements for a position, they may also apply as non-fresh graduates for positions requiring corresponding work experience, but they must choose one. Internships or social practice during studies for fresh graduates do not count as work experience.
Graduates of 2024 and 2025 who have not secured a position within the establishment, regardless of work experience or social insurance payment status, may apply as fresh graduates.
Graduates of non-regular higher education programs (self-study exams, adult education, online education, night school, TV university, etc.) are considered non-fresh graduates.
Overseas returnees applying must meet the conditions and requirements specified in the recruitment announcement and the “Recruitment Brochure,” and must provide certification materials for overseas academic qualifications issued by the education authority. Overseas academic qualification certification is handled by the China Service Center for Scholarly Exchange; applicants may visit www.cscse.edu.cn for certification requirements.

1. Chinese nationality, law-abiding, upright conduct, relatively high comprehensive quality, good learning ability, dedication, and teamwork spirit;
