Work Plan for Strengthening Supervision of Administrative Inspections Involving Enterprises in Jinshan District
To implement the requirements outlined in documents such as the State Council’s “Opinions on Strictly Regulating Administrative Inspections Involving Enterprises” and the Municipal Government’s “Implementation Opinions on Regulating Administrative Inspections Involving Enterprises in this City,” continuously optimize the rule-of-law-based business environment, establish a comprehensive, multi-level, and multi-dimensional supervision mechanism for administrative inspections involving enterprises, standardize administrative inspection behaviors, protect the legitimate rights and interests of enterprises, and support high-quality regional economic development, this work plan is formulated based on the actual conditions of Jinshan District.
I. Work Objectives
Focusing on standardizing administrative inspection and law enforcement behaviors involving enterprises, explore a “supervision + service” core law enforcement supervision “three-step method” model. Strive to resolve issues such as “repetitive inspections, multiple inspections, and arbitrary inspections” involving enterprises, achieve more standardized, orderly, fair, and transparent administrative inspection and law enforcement behaviors, effectively reduce the burden on enterprises, enhance their sense of gain and satisfaction, and support high-quality economic development.
II. Work Measures
(A) Build a Diverse and Multi-dimensional Supervision Network
1. Smooth information communication channels. Rely on platforms such as the District’s Joint Meeting on Optimizing the Business Environment, the Law-Based Government Construction and Law Enforcement Coordination Group, and the Task Force for Regulating Administrative Inspections Involving Enterprises to establish an information communication mechanism among all administrative law enforcement units involved with enterprises. Conduct random inspections of these units at a rate of no less than 10% each quarter. Accurately and timely grasp various supervision information by reviewing materials related to administrative inspections involving enterprises, conducting on-site inspections of administrative inspection activities, and evaluating administrative law enforcement case files. Strengthen coordination with administrative reconsideration, establish a mechanism for exchanging clues between administrative reconsideration and law enforcement supervision, ensure timely detection of problems in law enforcement inspections, and promote the connection between passive and active supervision.
2. Broaden social supervision channels. Encourage enterprises and the public to actively participate in supervision through channels such as the 12345 citizen service hotline and complaint reporting platforms and phones set up by administrative law enforcement units involved with enterprises, and report illegal administrative inspection behaviors involving enterprises. Enhance communication and collaboration with the Federation of Industry and Commerce and various industry associations, fully utilize their bridging role, understand the difficulties and problems enterprises encounter during administrative inspections through regular seminars and hiring legal observers, and promptly collect enterprises’ opinions and suggestions on administrative inspection work. Additionally, actively invite social forces such as people’s congress representatives, political consultative conference members, and the media to participate in supervision, widely collect opinions and suggestions through overt and covert inspections and questionnaires, and conduct in-depth整理分析 to provide strong support for supervision work.
3. Digital empowerment for efficient supervision. Utilize the city’s unified comprehensive law enforcement system to collect and analyze data on the formulation and filing of administrative inspection plans in real time. Use the system’s “data supervision” module to review materials related to administrative inspection cases involving enterprises uploaded by law enforcement units each month, verify abnormal situations promptly, and enhance the scientific and targeted nature of supervision. Simultaneously,结合 resources such as the 12345 citizen service hotline and the WeChat public accounts of administrative law enforcement units involved with enterprises to achieve dynamic monitoring of administrative inspection work involving enterprises and promptly identify potential issues.
(B) Innovate and Optimize Supervision Models
1. Implement the “supervision + service” model. Actively explore the innovative “supervision + service” model, creating a “three-step method” for supervising administrative inspections involving enterprises. Step one: precise early warning. Through building a diverse and multi-dimensional supervision network, continuously improve the problem discovery mechanism, conduct real-time monitoring and analysis of administrative inspection work involving enterprises, promptly identify potential issues, and issue early warnings to relevant administrative law enforcement units
