Implementation Opinions on Promoting Stable Scale and Improved Quality of Foreign Trade in Jiading District

In order to implement the decisions and arrangements of the municipal committee and municipal government, actively respond to changes in the international trade situation, support the stable growth of foreign trade in our district with greater efforts, and consolidate and enhance the positive momentum of economic recovery, these implementation opinions are formulated.

I. Promoting Stable Growth in Foreign Trade Scale

1. Supporting the Stable Development of Key Foreign Trade Enterprises. Actively recommend enterprises for inclusion in municipal-level lists of top 100 enterprises for import, export, new business formats, and self-owned brands, striving for facilitation policies in customs clearance, foreign exchange, and tax rebates. Provide support to foreign trade enterprises that have made outstanding contributions to regional economic development within the scope of legal authority and in accordance with laws and regulations.

2. Reasonably Expanding Import Scale. Cooperate in the construction of the Hongqiao Business District Import Trade Promotion and Innovation Demonstration Zone, promoting the agglomeration of high-level trade entities in the North Hongqiao area. Guide more platforms to build “6 Days + 365 Days” trading service platforms for the Shanghai Trade Delegation of the China International Import Expo (CIIE), continuously highlighting the spillover effects of the CIIE.

3. Continuously Providing Credit Insurance Support. Further expand the coverage of policy-based export credit insurance, increase underwriting support for emerging market countries, safeguard the overseas investments of enterprises facing pressure to “go global,” and protect overseas interests. Leverage the role of the Sinosure global credit insurance risk information database to provide free overseas customer risk inquiry services for small, medium, and micro-sized foreign trade enterprises.

II. Encouraging the Development of Innovative Foreign Trade Formats

4. Promoting Exports of Automobiles and KD Parts. Leverage the strengths of platforms such as the National Automobile and Parts Export Base within the district and the Jiading Comprehensive Bonded Zone, as well as the leading role of key enterprises, to further expand the district’s leading advantage in automobile exports. Actively cultivate platforms for going global and increase support for platforms facilitating the overseas expansion of automobiles and parts. Strive for the pilot implementation of various municipal-level customs clearance facilitation measures in Jiading to ensure enterprise development and industrial innovation.

5. Tapping the Development Potential of Cross-border E-commerce. Relying on the district’s advantages such as a complete automotive industry chain, e-commerce platforms, and agglomeration of gaming enterprises, encourage the creation of characteristic cross-border e-commerce industrial parks in suitable areas.

6. Deepening the Implementation of Digital Trade and Service Trade Reforms. Explore shaping new drivers for the development of digital trade and service trade in key areas such as North Hongqiao and Jiading New City. Accelerate the cultivation of leading enterprises and key industrial chain platforms, and continuously advance the construction tasks of the “Silk Road E-commerce” Cooperation Pilot Zone.

III. Promoting the Transformation and Upgrading of the Jiading Comprehensive Bonded Zone

7. Supporting the Jiading Comprehensive Bonded Zone in Exploring Innovative Development. Deepen the promotion of the return center warehouse business model in the Jiading Comprehensive Bonded Zone, providing safer and more convenient customs clearance services for cross-border e-commerce return channels, and encouraging enterprises to further improve their cross-border e-commerce service functions. Promote the pilot import of classic cars in the Jiading Comprehensive Bonded Zone, striving to conduct bonded display and trading of century-old classic cars, as well as bonded art and cultural relic exchanges.

8. Steadily Expanding Bonded Maintenance Business. Promote, on a pilot basis, bonded maintenance business outside the product catalog scope for enterprises within the Jiading Comprehensive Bonded Zone, supporting eligible enterprises in conducting pilot projects for global bonded maintenance of medical devices, electronic
