The Fuzhou Municipal Education Bureau has officially approved the establishment of the “Fuzhou Fuyao Future School.”
The approval document indicates that the school will be operated by the Heren Charity Foundation. It will be a non-profit private high school located at Honglu Town, Fuyao Avenue, Fuyao Industrial Park Zone 2, Fuqing City. The school is planned to accommodate 3,240 students and has a three-year preparation period.
The Heren Charity Foundation was established with financial assets (stocks) and operates as a non-public fundraising foundation. According to its 2024 work report, the foundation had total assets of 3.456 billion yuan by the end of 2024.
Previously, 3.3 billion yuan was donated to establish the Fujian Normal University Affiliated Fuqing Dewang Middle School, which operates as a publicly-funded but privately-assisted institution through cooperation between the Fuqing Municipal Government, Fujian Normal University, and the Heren Charity Foundation. In February 2024, the school was recognized as a “Fujian Provincial First-Class Standard High School.”
In February of this year, Fujian Fuyao University of Science and Technology was approved for establishment. This non-profit, public-assisted, full-time ordinary university was initiated through cooperation between the Heren Charity Foundation and the Fuzhou Municipal Government. The university offers both undergraduate and graduate programs.
In July, Fujian Fuyao University of Science and Technology successfully completed its undergraduate admissions for 2025, enrolling 50 students from Fujian, Henan, Jiangxi, Hunan, and Guangxi.

During the opening ceremony, the university’s chairman delivered a speech reviewing the original intention behind establishing the university and expressed hopes for the 50 new students: “Not only should you acquire knowledge, but also learn to be good people; not only should you be able to think, but also be capable of hands-on work; not only should you be grounded in China, but also have a global perspective.”
The chairman stated that the first opening ceremony was just the beginning. Looking ahead, there is still much work to be done, requiring the joint efforts of all faculty and students. “Our goal is consistent: for the strength of our republic.”
In an interview, the chairman discussed the original intention behind establishing Fuyao University of Science and Technology, expressing hope to cultivate talents beneficial to the country, society, and people.

Question: This September, Fuyao University of Science and Technology welcomed its first undergraduate students. Why did you establish a non-profit private university? What were your original intentions and expectations?
Answer: China already has three to four thousand universities, so adding another similar one wouldn’t be very meaningful. I’m not establishing this university for fame or profit, nor to create an ordinary institution. I’m approaching this with a highly responsible entrepreneurial spirit. I believe education is a cause, not an industry, and I hope to cultivate talents beneficial to the country, society, and people.
Question: How much funding have you invested in total? How much has the government contributed?
Answer: I publicly announced a donation of 10 billion yuan. By August 31st of this year, approximately 4.3 billion yuan had been spent. The government provided the campus land free of charge and offers annual financial support. Additionally, there has been over 100 million yuan in social donations. Currently, the university’s daily expenses are covered by the Heren Charity Foundation, which will eventually contribute the full 10 billion yuan.
Question: What is the operational model of Fuyao University of Science and Technology?
Answer: After the university’s construction, we handed it over to the president. My wisest decision wasn’t building or operating the school, but letting professionals do their specialized work. I’ve given full authorization to the president, who leads the team responsible for admissions, teaching, management, and other operations.
