On June 4, a joint investigation team from Biyang County, Zhumadian City, Henan Province, issued a statement regarding quality issues with the plastic track at the Biyang County Sports Stadium. Recently, some netizens posted videos on short-video platforms showing problems such as peeling, delamination, and exposed base layers on the stadium’s plastic track, drawing public attention. The Biyang County government took this seriously and established a joint investigation team consisting of the County Discipline Inspection Commission, the County Public Security Bureau, and the County Health and Sports Commission to initiate verification and handling procedures. The current status is reported as follows:
The renovation project of the Biyang County Sports Stadium was publicly tendered in October 2025. The winning bid was awarded to Henan Gangcheng Construction Engineering Co., Ltd., with a bid amount of 5.1958 million yuan. The main scope of the project includes upgrades to the table tennis and badminton hall, the track and field, the basketball courts, and other related facilities. As of now, the project has not yet undergone final acceptance inspection. After a field inspection by the joint investigation team, it was confirmed that the quality issues reported online—such as track surface detachment, rubber damage, and partial base layer exposure—are true.
Currently, the County Health and Sports Commission has fully suspended construction work on the project. A qualified third-party professional testing organization has been selected according to regulations to conduct quality testing on the project. Based on the test results, the winning construction company has been ordered to immediately prepare a targeted rectification plan. After the plan is jointly reviewed and approved by the construction unit, project supervision, and design company, the construction company will be supervised to complete the rectification within a specified timeframe.
At the same time, a special working group composed of personnel from the County Discipline Inspection Commission and the County Public Security Bureau has been established to conduct a thorough investigation into the entire process of project approval, bidding, and construction.
