The newly revised mandatory national standard for electric bicycles, “Technical Specification for Safety of Electric Bicycles” (GB 17761—2024), will officially take effect on September 1, 2025. Traffic police particularly emphasized several core adjustments in the new regulations: First, the weight limit for lead-acid battery models has been relaxed from 55 kg to 63 kg, which can effectively increase the vehicle’s range and alleviate “range anxiety.” Second, manufacturers are required to optimize braking performance, halving the braking distance and ensuring no skidding during rainy weather, significantly reducing the risk of accidents in the rain. Third, the anti-tampering design for controllers has been strengthened; once the speed exceeds 25 km/h, the motor will immediately stop providing power, eliminating the risk of “speed modification” at the source. Fourth, the proportion of plastic materials in the total vehicle weight must not exceed 5.5%, reducing the risk of fires caused by material issues.

Notably, the new national standard also requires electric bicycles to be equipped with BeiDou positioning functionality for the first time. “The BeiDou module can provide real-time information such as the vehicle’s longitude, latitude, speed, and positioning time, and the entire positioning service is free of charge.”

Regarding the most pressing question for owners—”Can old vehicles still be used on the road?”—the new regulations provide a clear answer: Vehicles produced according to the old standard on or before August 31, 2025, will enjoy a three-month sales transition period, allowing sales until November 30, 2025. Starting December 1, 2025, all electric bicycles sold on the market must 100% comply with the new standard. For consumers who have already purchased non-compliant vehicles, there will be no forced淘汰; instead, they can gradually upgrade through policies like trade-in programs.
