Implementation Measures for the Coordinated Use of Local Education Surcharges to Promote the Development of Professional and High-Skilled Talent in Huangpu District
To implement national and municipal requirements for the development of professional and high-skilled talent, and to further advance such efforts in Huangpu District, local education surcharge funds will be allocated to strengthen support for talent development in line with the district’s economic, social, and industrial priorities. These measures are formulated in accordance with relevant national and municipal policies.
1. Enhancing High-Skilled Talent Training
(1) Supporting Employers in Leading Talent Development
Emphasizing the role of enterprises in high-skilled talent training, employers are encouraged to conduct skill development programs through apprenticeships, in-house evaluations, and organized training.
1. Enterprise-Led Apprenticeship Programs
Employers implementing apprenticeship programs will receive district-level subsidies in addition to municipal support. Subsidies are as follows: ¥2,000 per person annually for basic-level training, ¥3,000 for intermediate-level, and ¥4,000 for advanced-level training, not exceeding the apprenticeship duration.
2. In-House Skill Evaluations
Enterprises establishing skill evaluation systems will receive a one-time grant of ¥100,000. Employers training workers to advanced skill levels will receive an additional ¥1,000 per person.
3. Employer-Organized Training and Evaluation
Employers demonstrating outstanding results in high-skilled talent development may receive rewards of up to ¥1 million.
(2) Encouraging Private Sector Participation in Talent Training
Private training institutions are encouraged to expand high-skilled training programs, with rewards of up to ¥2 million for exceptional contributions.
4. High-Quality Training Institutions
Institutions excelling in talent development may receive up to ¥200,000 in funding.
5. New Training Program Development
Entities developing innovative training programs aligned with key industries may receive ¥50,000 per project.
(3) Supporting Individual Skill Development
Individuals obtaining advanced skill certifications will receive ¥1,000 rewards and subsidized evaluation fees.
(4) Talent Selection Through Competitions
Skill competitions at district, municipal, and national levels will offer monetary awards for winners and their training institutions, ranging from ¥500 to ¥20,000.
2. Training to Promote Employment
(5) Targeted Training Programs
Institutions providing job-specific training will receive ¥600 per trainee, disbursed in two installments upon employment verification.
3. Focus on Key Industries
(6) High-Skilled Training for Priority Sectors
Individuals obtaining certifications in priority fields (see Appendix) receive 30% higher rewards. Caregiving and domestic service certifications qualify for additional incentives.
(7) Professional Talent Development
Employers receive subsidies (¥4,000-6,000 per person) when staff obtain mid-to-senior professional certifications.
4. Subsidy Application and Approval
Applications are processed through designated service centers, with funds disbursed after approval and public notice. Claims must be filed within six months of eligibility.
5. Implementation Requirements
Strict oversight will ensure proper fund usage. Violations will result in subsidy recovery and potential legal action.
6. Supplementary Provisions
The priority occupations list will be updated periodically. These measures take effect on September 1, 2025, and remain valid until August 31, 2028.
