Two State Civil Apparatus (ASN) employees in the West Bandung Regency Government have been temporarily dismissed after being named suspects in an alleged corruption case related to the procurement of COVID-19 mobile laboratory caravan units during the 2021 fiscal year.

The implicated civil servants are Eisenhower Sitanggang, who served as an Expert Staff in Community Affairs, and Ridwan Diomara Silitonga, who worked at the Lembang Regional Hospital.

The Head of the Human Resources and Civil Service Agency (BKPSDM) of West Bandung, Rega Wiguna, explained that the temporary dismissal is a procedural step from the personnel management perspective.

“The personnel management procedure involves temporarily suspending their status as civil servants,” he said.

He added that the suspension of both civil servants is based on Law Number 5 of 2014 concerning State Civil Apparatus and Government Regulation (PP) Number 11 of 2017 concerning Civil Service Management. The temporary suspension has been in effect since their detention by the Bandung District Attorney’s Office.

“Since the issuance of the detention letter, the civil servant status of the individuals concerned has been temporarily suspended in accordance with legal regulations to support the judicial process,” he stated.

Furthermore, he confirmed that the two civil servants involved in the alleged corruption case will not receive their full salaries. Eisenhower and Ridwan Diorama will only receive half of their monthly wages.

“For temporary suspension under civil service regulations, the individuals concerned are entitled to 50 percent of their salary and allowances,” he explained.

He mentioned that regarding their employment status, the West Bandung Regency Government will await the ongoing legal process until a final and binding court decision is reached.

“For their future status, we will wait for the final court decision. Depending on whether they are found guilty or not, we will determine their civil service status accordingly,” he emphasized.
