I. Phased Arrangements

2025: Build consensus, establish a sound institutional system for the silver economy, improve supportive policies, and create coordination mechanisms. Enhance technological innovation, create technology innovation platforms in elderly care services, pilot elderly care robots, and continue professional talent cultivation.

2027: Strengthen demonstration leadership, cultivate more leading and benchmark enterprises, and enhance radiation effects. Strengthen brand building, create nationally influential Putuo District silver economy brands. Summarize experiences and achievements, form standard systems, serve economic and social development, and improve people’s livelihoods.

II. Key Tasks

(1) Improve Elderly Care Service System, Create «Inclusive Elderly Care Homes»

1. Optimize Institutional Elderly Care Supply. Implement the Putuo District Elderly Care Facilities Layout Special Plan (2024-2035), optimize nursing home bed construction layout. Improve public nursing home operation mechanisms and basic care bed allocation systems, promote short-term residential services, enhance bed utilization efficiency. Advance nursing home standardization, upgrade existing basic care facilities, improve nursing home quality. Encourage state-owned and private capital to integrate and transform existing social resources, develop high-quality nursing homes and service brands.

2. Strengthen Community Elderly Care Network. Rely on public welfare projects to achieve balanced and accessible community elderly care facilities, realizing full district coverage of «15-minute elderly care service circles». Maintain stable growth in community elderly dining service locations, improve service quality. Enhance professional service levels, cultivate chain brands of community elderly care service institutions, promote development of professional day care centers, deepen elderly-friendly community construction. Integrate surrounding facilities and resources to provide «micro-daycare», «micro-dining» and other neighborhood «micro+» services.

3. Enhance Home-based Elderly Care Functions. Expand home care services, support development of specialized services like bathing assistance, medical accompaniment, and mobility support.
