Implementation Plan for Drainage Management System Reform in Huangpu District
Based on the Shanghai Municipal Drainage Management System Reform Plan (referred to as the “Municipal Reform Plan”), and adhering to the principles of “Five Unchanged” (unchanged division of planning and construction, unchanged ownership of facility assets, unchanged government regulatory responsibilities, unchanged local flood control responsibilities, unchanged funding channels for daily operation and maintenance) and “Five Unifications” (unified operation and maintenance management, unified technical standards, unified operation scheduling, unified service quality, unified accounting mechanism), this implementation plan (referred to as the “District Implementation Plan”) is formulated in accordance with the actual conditions of this district.
I. Reform Objectives
By the end of December 2025, transfer the public rainwater and sewage drainage facilities within the scope of this district’s reform to the Shanghai Urban Investment Group for unified operation and maintenance. By the end of 2026, achieve integrated operation and maintenance management of plants, stations, and networks, leverage economies of scale, realize cost reduction and efficiency improvement, and achieve the following expected targets.

II. Reform Tasks
(A) Formulation of District-Level Plan
The District Construction and Management Commission (District Water Authority) shall formulate the Implementation Plan for Drainage Management System Reform in Huangpu District and submit it to the Municipal Water Authority for expert review by the end of June 2025.
