Several Measures to Support Enterprises in Strengthening Basic Research and Enhancing New Momentum for High-Quality Development
To accelerate the establishment of a diversified investment mechanism for basic research, further strengthen the role of enterprises as the main drivers of technological innovation, guide leading technology enterprises to act as “problem posers,” “evaluators,” and “problem solvers,” and enhance enterprises’ capabilities in basic research and original innovation for Shanghai’s key and future industries, the following measures are formulated.
1. Support Enterprises in Participating in Basic Research Decision-Making Consultations. Improve the long-term mechanism for enterprises to participate in scientific decision-making, actively attract outstanding entrepreneurs and strategic investors to engage in municipal-level basic research decision-making consultations, and continuously conduct forward-looking, targeted, and preparatory advisory research. Increase the proportion of enterprise experts in the municipal-level expert pool for science and technology projects, and place greater emphasis on enterprise evaluations for basic research projects related to industrial development. 2. Support Enterprises and the Government in Deepening the Implementation of the “Explorer Program.” Improve the organizational and implementation mechanisms of the “Explorer Program,” leverage government guidance, and support enterprises in addressing urgent economic and social development needs by focusing on fundamental scientific issues and deploying basic research projects. Encourage more enterprises in industries such as integrated circuits, biopharmaceuticals, and artificial intelligence to join the “Explorer Program” and provide rapid response support for urgent research topics proposed by key enterprises. 3. Support Enterprises in Leading In-Depth Industry-Academia-Research Collaboration. Support local universities in jointly establishing collaborative innovation centers with enterprises, with government and enterprises co-investing in a 1:1 ratio to facilitate applied basic research on key scientific and technological issues in industries. Municipal education and industry authorities, along with relevant enterprises and universities, will implement joint innovation programs in key fields, focusing on the intersection of enterprise innovation and industrial chains, and pool resources to promote university-enterprise collaboration in basic research and technology development. 4. Support Enterprises in Increasing Investment in Basic Research. Encourage enterprises to boost investment in basic research and strengthen technological reserves. Enterprises with annual basic research investments reaching or exceeding ¥100 million will receive a one-time fiscal subsidy of ¥10 million; those investing between ¥50 million (inclusive) and ¥100 million (exclusive) will receive ¥5 million; and those investing between ¥10 million (inclusive) and ¥50 million (exclusive) will receive ¥2 million. 5. Support Enterprises in Establishing Basic Research Public Welfare Funds. Encourage enterprises and social forces to set up public welfare foundations for basic research, guiding broader societal donations to support basic research. For basic research projects funded by such foundations, 50% of the foundation’s investment will be matched as co-support. Universities are encouraged to expand funding directions and further support basic research. 6. Support Enterprises in Utilizing Shared Scientific Instrumentation Services. Facilitate enterprises’ access to large-scale scientific instruments and national major science and technology infrastructure for high-level basic research. Enterprises will receive a 50% subsidy on fees paid for using such instruments and services, with a maximum annual subsidy of ¥1 million per enterprise. 7. Support Tax Incentives for Enterprise Investment in Basic Research. In accordance with national regulations, enterprise expenditures supporting non-profit research institutions, universities, and government natural science funds for basic research will be tax-deductible at the actual amount and eligible for an additional 100% pre-tax deduction.
