The Medan High Court has reduced the sentence of former Head of Langkat Education Office, Saiful Abdi, to 2.5 years in prison in a bribery case related to the 2023 Government Employees with Employment Agreements (PPPK) selection in Langkat.

The verdict was issued in appellate decision No. 36/PID.SUS-TPK/2025/PT MDN.

In its decision, the Medan High Court panel of judges granted the appeals filed by both the public prosecutor and Saiful’s legal counsel.

“Sentencing defendant Saiful Abdi to two years and six months (2.5 years) in prison and a fine of IDR 100 million. If the fine is not paid, it will be replaced with six months of confinement,” stated the court in its verdict.

The High Court ruled that the period of arrest and detention already served by Saiful would be fully deducted from the imposed sentence, and also ordered that Saiful remain in detention.

The Medan High Court found Saiful guilty of violating Article 11 of Law No. 31 of 1999 as amended by Law No. 20 of 2001 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) item 1 of the Criminal Code, as per the second alternative indictment.

This appellate decision modifies the previous verdict from the Medan District Court Corruption Court No. 37/Pid.Sus-TPK/2025/PN Mdn, which had initially sentenced Saiful to a heavier penalty of 3 years in prison and a fine of IDR 100 million with 6 months confinement as substitute.

However, the appellate verdict is still heavier than the prosecutor’s demand, which sought a sentence of one year and six months (1.5 years) in prison and a fine of IDR 50 million with 3 months confinement as substitute.

In this case, Saiful was not the only defendant. Four other defendants were also tried and had been sentenced by the panel of judges at the Medan District Court Corruption Court.

They include former Head of Langkat Regional Personnel Agency, Eka Syahputra Defari, who was acquitted as he was believed to be not guilty. Eka’s legal process is still ongoing at the Supreme Court after the prosecutor filed a cassation.

Former Head of Elementary School Student Affairs Section at Langkat Education Office, Alek Sander, was sentenced to 2.5 years in prison and a fine of IDR 100 million with 5 months confinement as substitute.

Additionally, former Principal of SD 055975 in Pancur Ido Salapian Langkat, Awaluddin, was sentenced to 2 years in prison and a fine of IDR 100 million with 4 months confinement as substitute. And former Principal of SD 056017 in Tebing Tanjung Selamat, Rohayu Ningsih, was sentenced to 1 year 6 months (1.5 years) in prison and a fine of IDR 50 million with 3 months confinement as substitute.

These three individuals were found to have violated Article 11 of Law No. 31 of 1999 as amended by Law No. 20 of 2001 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) item 1 of the Criminal Code.

The verdicts against Alek, Awaluddin, and Rohayu have now obtained permanent legal force as neither they nor the public prosecutor at the North Sumatra High Prosecutor’s Office filed appeals.
