In addition to meeting the six general standards for leaders and managers at all levels, key leaders of the Party and State must also meet the specific standards for each position.

On behalf of the Politburo, a member of the Politburo and Standing Member of the Secretariat signed and issued Regulation No. 365-QĐ/TW, regarding the standards for officials under the management of the Party Central Committee, the Politburo, and the Secretariat, and the framework of standards for leadership and management positions at all levels.
Regulation No. 365-QĐ/TW stipulates the standards for officials under central management and the framework of standards for leadership and management positions at all levels within the political system; it applies to party committees, party organizations, collective leaderships of agencies and units, and authorized individuals in personnel work; it also applies to officials being considered for planning, training, development, transfer, assignment, rotation, appointment, and nomination for election to leadership and management positions in the political system at the central and local levels.
This regulation serves as the basis for building a contingent of leaders and managers at all levels, especially strategic-level officials with sufficient virtue, talent, dedication, vision, health, revolutionary enthusiasm, qualities, competence, and prestige to meet the requirements and tasks of the new revolutionary period.
It is the foundation for party committees and collective leaderships of agencies and units to concretize, develop, and issue standards for leadership and management positions within their scope of management, ensuring objectivity, democracy, and fairness. The standards for official positions are closely interrelated. Importance is placed on both “virtue” and “talent,” with moral qualities and lifestyle as the foundation, and competence and work performance as the measure for selecting officials.
Regulation No. 365-QĐ/TW clearly defines six general standards for leaders and managers at all levels: political and ideological standards; moral qualities, lifestyle, and discipline awareness; qualifications and competence; prestige and ability to unite; work results; and health, age, and experience.
The regulation specifies the standards for positions under central management, including 19 groups of positions: Member of the Party Central Committee; Member of the Politburo, Secretariat; General Secretary; President; Prime Minister; National Assembly Chairman; Standing Member of the Secretariat; Head of Central Party Committee Departments, Chairman of the Central Inspection Commission, Head of the Central Office of the Party; President of the Central Committee of the Vietnam Fatherland Front; Vice President; Vice Chairman of the National Assembly; Deputy Prime Minister; Positions in the bloc of central party agencies; Positions in the bloc of National Assembly agencies; Positions in the bloc of Government agencies, Office of the President; Positions in the judicial sector; Positions in the bloc of Vietnam Fatherland Front and central socio-political organizations; Positions in party committees directly under the Central Committee, excluding the Central Military Commission and the Central Public Security Party Committee; Positions at the provincial and municipal level.
The Politburo stipulates that the standards for the above positions must fully meet the six general standards for leaders and managers at all levels, while also meeting the specific standards for each position.
Regarding the framework of standards for leadership and management positions at all levels, the Politburo requires that the standards for the following positions must fully meet the general standards; they must also basically meet the specific standards for each of the 9 groups of positions, including: leaders and managers of the Party’s advisory, assisting agencies, and public service units; leaders and managers of state administrative agencies; leaders of elected bodies; leaders of the Fatherland Front and socio-political organizations; leaders, managers, and commanders of the armed forces; leaders and managers in judicial agencies; leaders and managers in public service units; leaders and managers in state-owned enterprises; leaders and managers in mass organizations assigned tasks by the Party and State.
Standards for Key Leaders of the Party and State
Key leaders of the Party and State include: General Secretary; President; Prime Minister; National Assembly Chairman; Standing Member of the Secretariat.
According to Regulation No. 365, the Politburo stipulates that, along with meeting the six general standards for leaders and managers at all levels, these positions must also meet the specific standards for each position.
