On the morning of September 25, the 18th Congress of the Lang Son Provincial Party Committee for the 2025-2030 term officially commenced, with the participation of 398 delegates representing over 71,000 party members of the entire Party Committee.

The 18th Congress of the Lang Son Provincial Party Committee for the 2025-2030 term takes place from September 24 to 26, 2025. With the theme “Building a clean and strong Party and political system; promoting solidarity; mobilizing all resources to realize the aspiration for development; building Lang Son into a growth pole of the Northern Midlands and Mountainous Region,” the Congress has the task of comprehensively evaluating the results of implementing the Resolution of the 17th Provincial Party Congress for the 2020-2025 term; determining the vision, goals, directions, tasks, and key solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents to be submitted to the 14th National Party Congress; electing the Executive Committee of the Provincial Party Committee for the 18th term and electing the delegation to attend the 14th National Party Congress.
Striving for 10-11% annual economic growth
After 5 years of implementing the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress, with the unified solidarity and determination of the collective Provincial Party Committee Executive Board, the Provincial Party Standing Committee, the efforts of the entire political system, and the consensus and active participation of the people and business community, Lang Son province has achieved many important results.

Out of 20 key targets, the province achieved and exceeded 18 set targets. The province’s socio-economy continued to develop, maintaining a rapid and sustainable growth momentum, with the economic structure shifting in the right direction. The Gross Regional Domestic Product (GRDP) growth rate for the 2021-2025 period is estimated at 7.1%. GRDP per capita increased from 44.2 million VND in 2020 to an estimated 71.1 million VND in 2025, equivalent to an increase from $1,917 to $2,900.
However, among the 20 key targets of the Resolution, 2 targets have not been met. The results of implementing programs, projects, and policies in the fields of agriculture, forestry, and tourism have not been high. The border gate economy has not fully exploited the province’s potential and strengths. The infrastructure system is not synchronized; digital infrastructure does not meet development requirements…
Entering the 2025-2030 term, the Lang Son Provincial Party Committee aims to strive to build the province into one of the growth poles of the Northern Midlands and Mountainous Region by 2030, and become a relatively developed province by 2035.
The Congress documents clearly state 34 targets, 6 key tasks, 3 breakthrough areas, and 7 main tasks and solutions. Specifically, the province strives for GRDP to reach about 111,100 billion VND by 2030, with an average growth rate of 10-11% per year. GRDP per capita is targeted to reach about 130 million VND, equivalent to about $5,000 per person per year. By 2030, the proportion of the digital economy in GRDP should exceed 30%. Average life expectancy at birth should reach about 73.5-74 years. The Human Development Index (HDI) should reach about 0.7-0.75. The percentage of party members and grassroots Party organizations rated as having successfully completed their tasks or higher annually should exceed 90%…
