Dr. Ibrahim Saber honored with Cairo Governorate Shield for winning Best Arab Governor Award.
The deputies of the Cairo Governor presented the governorate shield to Dr. Ibrahim Saber, the Governor of Cairo, in recognition of his winning the Best Arab Governor award as part of the Arab Government Excellence Awards announced days ago. The victory of the Al-Asmarat City project for the Best Local Community Development Initiative in the Arab world was also celebrated.
The shield was presented by Major General Ibrahim Abdel-Hadi, Deputy Governor for the Western Region; Dr. Hossam Fawzy, Deputy Governor for the Northern Region; Engineer Mona El-Badrawy, Deputy Governor for the Eastern Region; Ashraf Mansour, Deputy Governor for the Southern Region; and Major General Yehya El-Adgham, Secretary General of the Cairo Governorate. This took place on the sidelines of the executive meeting of the Cairo Governorate currently held at the main headquarters, attended by district heads, governorate leaders, and directors of directorates.
Receiving the Best Arab Governor Award
The Governor of Cairo received the Best Arab Governor award during the Arab Government Excellence Awards ceremony, organized by the Arab League in cooperation with the United Arab Emirates.
The award was presented by Ahmed Aboul Gheit, Secretary General of the Arab League, and Mohammed Al Gergawi, Chairman of the Board of Trustees of the Arab Government Excellence Award and Minister of Cabinet Affairs of the United Arab Emirates.
This took place in the presence of Dr. Sherif El-Sherbiny, Minister of Housing, Utilities and Urban Communities, representing Prime Minister Dr. Mostafa Madbouly; Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation; Dr. Ashraf Sobhy, Minister of Youth and Sports; Mohamed Gebran, Minister of Labor; Hamad Obaid Al Zaabi, UAE Ambassador to Cairo; members of the award’s Board of Trustees; representatives of Arab states at the Arab League; and several governors, their deputies, and members of the House of Representatives and Senate.

Cairo Governorate
The Cairo Governorate encompasses the sprawling metropolis of Cairo, Egypt’s capital and the largest city in the Arab world. Al-Asmarat City
Al-Asmarat City is a modern residential development located in the Mokattam area of Cairo, Egypt, built by the Egyptian government to replace informal housing and provide better living conditions for residents. Its construction began around 2015 as part of a larger initiative to develop slum areas and relocate communities from unsafe or unplanned settlements. The city represents a significant effort in urban renewal, offering thousands of families improved infrastructure, services, and housing.
Arab League
The Arab League is a regional organization founded in 1945 to promote political, economic, and cultural cooperation among Arab countries. Its founding members included Egypt, Iraq, Jordan, Lebanon, Saudi Arabia, Syria, and Yemen, with the goal of coordinating policies and safeguarding Arab interests. Headquartered in Cairo, Egypt, the League has since expanded to include 22 members and has played a key role in regional issues, though its influence has often been limited by internal divisions.
United Arab Emirates
