On the morning of April 24, a provincial special promotion meeting was held to hear reports on the centralized rectification of misconduct and corruption among the people and on petition work, and to study and plan key tasks for the next steps. The meeting emphasized the need to thoroughly study and implement important thoughts on strengthening and improving petition work, and to earnestly implement the spirit of the central meeting on promoting the centralized rectification of misconduct and corruption among the people. It called for dedicated efforts in petition work to achieve greater results in rectification and to create a stable and harmonious social environment.
After carefully listening to the speeches, it was pointed out that doing a good job in the centralized rectification of misconduct and corruption among the people and in petition work concerns public sentiment, the Party’s ruling foundation, and the well-being of the people. All departments and Party members and cadres at all levels must always remember the Party’s purpose, uphold the original mission of benefiting the people, firmly establish and practice a correct view of achievements, and effectively enhance political, ideological, and action consciousness in carrying out rectification and petition work.
It was emphasized that ideological attitudes should be corrected and empathy strengthened. It is necessary to deeply understand that petition work is an important way to correctly handle contradictions among the people under new circumstances, and to pay attention to scientific methods. It should be recognized that petition work is “doorstep mass work” and the due responsibility of Party committees and governments, and it should be taken as an important channel to implement the Party’s mass line and close the flesh-and-blood ties between the Party and the people. It is also important to recognize that the people’s reflection of situations through petition channels is a trust in Party committees and governments, and every letter and visit from the masses should be taken seriously, with all efforts made to solve their difficulties.
It was emphasized that petition work should be carried out with deep feelings to touch the hearts of the masses. Channels for expressing public demands should be kept open, with regular work such as leading cadres receiving visits and handling letters and visits from the masses, improving the online petition platform, and running the “12345” hotline well to make it convenient for the masses to report issues nearby. Special actions should be highlighted to intensively resolve petition problems, and focused governance should be carried out on petition issues in the field of people’s livelihoods. Substantive resolution of petition problems should be promoted solidly: those that meet policies should be resolved promptly, those that do not should be explained clearly, and those with real life difficulties should be given timely assistance. The rule of law in petition work should be comprehensively advanced, promoting “two-way regulation” of petition work behavior and the masses’ petition behavior, and resolving the masses’ reasonable demands according to law and regulations.
It was emphasized that both symptoms and root causes should be addressed, and prevention and resolution at the source should be strengthened. Leading cadres at all levels should improve their ability to do mass work, carefully analyze the root causes behind petition problems, and continuously improve their work. A meticulous and practical style should be maintained, going down to the grassroots and among the masses to timely and accurately understand what the masses think, hope for, and urgently need, ensuring that all work meets the masses’ wishes and the requirements of seeking truth from facts. Mechanisms for discovering, mediating, resolving, reporting, and providing comfort and relief for social conflicts and disputes should be continuously improved, focusing on early detection and small issues, and striving to solve problems before they become petitions or lawsuits. Grassroots governance should be strengthened, and the basic role of villages (communities) in connecting with and serving the masses should be better utilized.
It was required that leadership responsibilities, territorial responsibilities, and departmental responsibilities be firmly pressed and implemented to form a joint force for rectification and petition work. Main responsible comrades of Party committees and governments at all levels should take the lead in tackling difficult problems and handling tough matters, setting an example to transmit responsibility and pressure to the bottom, and promoting rectification and petition work to achieve actual results satisfactory to the masses.
