To advance the “digital” transformation of the Yangshan Special Comprehensive Bonded Zone and enhance regional convenience, the Lingang New Area of the China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as Lingang New Area) launched the “Digital Comprehensive Bonded Zone” platform.
Customs authorities in Shanghai stated that they will lead with institutional openness, continuously promote institutional supply, and assist the Yangshan Special Comprehensive Bonded Zone in becoming a new highland for reform and opening up with higher levels of openness, a better business environment, and stronger radiating influence.
The Lingang New Area Administrative Committee introduced the functional scenarios and expected goals of the “Digital Comprehensive Bonded Zone.” The “Digital Comprehensive Bonded Zone” will be based on the data foundation of the Lingang New Area integrated information management service platform, constructing functional modules for smart customs clearance, smart empowerment, smart supervision, and smart services.
The smart customs clearance module will improve the digital twin system for customs checkpoints, establish intelligent analysis and early warning for vehicle and cargo information entering and exiting the zone, checkpoint passage efficiency, and customs clearance time, enhance full-process cargo flow tracking, and achieve end-to-end visibility and intelligent alerts for processes such as “entry, exit, transfer, storage, and sales” of goods. After this module goes live, it will significantly improve the efficiency of automotive import and export customs clearance at Shanghai South Port, shifting from “ships waiting for cars” to “cars waiting for ships.”
The smart empowerment module focuses on using “digitalization” to break down data barriers between different departments, empowering various innovative business models to achieve breakthroughs.
The smart supervision module addresses the need for cross-departmental collaborative supervision by connecting different regulatory service platforms, improving enterprise risk and credit evaluation mechanisms, and establishing a collaborative handling center.
The smart services module provides comprehensive services to enterprises, including guidelines for customs broker registration, approval for establishing export supervision warehouses, direct return of imported goods, management of temporarily inbound and outbound goods, visual queries for logistics and customs clearance, visual queries for document status, customs declaration queries, intelligent pre-classification, and other integrated services.
