On August 28, eight key industrial projects were signed in Fengxian, covering hot sectors such as beauty and health, digital intelligence equipment, and green energy. The implementation of these projects will inject strong momentum into the industrial development of Fengxian New City.
The beauty and health industry was a key focus of the promotion conference. Fengxian New City’s beauty and health industry mainly covers three segments: cosmetics, pharmaceuticals, and fine foods. It is reported that Fengxian New City is working to build a full industrial chain system from R&D innovation to manufacturing, and from brand operations to end-consumption.
According to statistics, in 2024, the beauty and health industry in Fengxian New City achieved a scale-above output value of 56.17 billion yuan, a year-on-year increase of 3.6%. Among these, cosmetics completed an output value of 14.53 billion yuan, a year-on-year increase of 13.7%, ranking first in Shanghai. It is understood that the “Fengxian District Cosmetics Industry Cluster” has been recognized by the Ministry of Industry and Information Technology as a national-level characteristic cluster for small and medium-sized enterprises. Fengxian was also selected as a national “Three Products” strategy demonstration city for consumer goods industries, thanks to its distinctive industries in cosmetics, pharmaceuticals, and food.
In recent years, Fengxian New City has formed differentiated competitive advantages in fields such as beauty and health, and technological innovation. Fengxian New City is actively introducing cutting-edge technologies such as “AI+” and synthetic biology, strongly promoting the cross-border integration of cosmetics with biotechnology, and health foods with intelligent testing. It is accelerating toward the goal of building a “hundred-billion-yuan industrial cluster.”

The Shanghai Industrial Comprehensive Development Zone demonstrated its achievements in industrial agglomeration and park construction. It is reported that the Oriental Beauty Valley is the only “Capital of China’s Cosmetics Industry” in the country. By building an ecosystem of “funds + base + industry,” it drives the deep integration of capital chains with innovation and industrial chains, empowering the development of the beauty and health industry. Over the ten years since its establishment, the Oriental Beauty Valley has reached an industrial scale of nearly one hundred billion yuan, with over 3,000 enterprises. It has gathered international giants and domestic leading companies in the cosmetics industry, incubating several new domestic trendy brands. In the biopharmaceutical field, the Oriental Beauty Valley leads in Shanghai in industrial scale, covering many segments such as drug R&D and production, cell and gene therapy, biological blood products, traditional Chinese medicine, diagnostic reagents, and medical devices.
The Shanghai Industrial Comprehensive Development Zone (referred to as the Development Zone) was established in 1994 and is one of Shanghai’s municipal-level development zones. In 2024, the Development Zone’s scale-above industrial output value exceeded 50 billion yuan, making it the first park in Fengxian District to achieve a output value of ten billion yuan.
