A State Council executive meeting was held on June 5, where a report on employment work was heard. The meeting approved the “Implementation of the Employment Priority Strategy 15th Five-Year Plan,” studied work related to promoting new industrialization and developing future industries, and approved the “Regulations on Promoting Employment and Entrepreneurship for Veterans (Draft).”
The meeting pointed out that employment is the foundation of people’s livelihood. Guided by the implementation of the employment priority strategy, it is necessary to fully implement the policy of workers finding jobs on their own, market regulation of employment, government promotion of employment, and encouragement of entrepreneurship. Efforts should be made to strengthen coordination between industry and employment, continuously work to expand employment capacity and improve quality, and strive to achieve high-quality and full employment. It is essential to improve employment promotion mechanisms, enhance the employment and entrepreneurship service system, expand channels for young people, including college graduates, to find jobs and develop their talents, increase support for key groups in employment, promote the healthy development of flexible employment and new forms of employment, and strengthen the protection of workers’ employment rights. Efforts should be accelerated to cultivate and expand modern human resources, improve the match between educational supply and talent demand, carry out large-scale vocational skills training extensively, and continuously enhance workers’ knowledge and skills.
The meeting noted that promoting new industrialization is a long-term strategic task. It is necessary to grasp the trends of the new round of technological revolution and industrial transformation, adhere to the direction of intelligence, green development, and integration, and coordinate efforts to promote the transformation and upgrading of traditional industries, the growth and expansion of emerging industries, and the forward-looking layout of future industries. The main focus should be on developing a new generation of intelligent manufacturing, intensifying efforts to implement the industrial foundation reengineering project and the high-quality development action for key manufacturing industry chains, accelerating breakthroughs in core technologies in key areas, improving the capacity for energy and resource security, and enhancing the resilience and safety level of industrial chains. It is necessary to expand high-level opening-up and cooperation, implement the catalog of industries encouraged for foreign investment, and guide more foreign investment towards advanced manufacturing and productive services.
The meeting pointed out that, based on the characteristics of future industries, it is necessary to further strengthen forward-looking layout and increase promotion efforts to firmly grasp the initiative in development. It is crucial to build a solid technological foundation, continuously increase investment in basic research, and systematically plan original and disruptive technological breakthroughs. Emphasis should be placed on ecosystem construction, promoting deep integration of industry, academia, research, and application, encouraging close cooperation between upstream and downstream of the industrial chain, and cultivating more startups and unicorn companies in key tracks. Support policies should be improved, leveraging the guiding role of government investment funds and establishing mechanisms for investment growth and risk sharing. It is necessary to guide scientific and rational layout, improve regulatory governance, and prevent blind follow-up and rushing into action.
The meeting noted that it is essential to combine universal benefits with preferential treatment, adopting a method that combines government promotion, market guidance, and social support to encourage and support veterans in employment and entrepreneurship. Guidance and services should be strengthened, with support in areas such as educational funding, recruitment, and skills training, to form a joint force for promoting employment and entrepreneurship among veterans.
