On September 24, President Xi Jinping delivered a video speech at the United Nations Climate Change Summit.
Xi Jinping pointed out that this year marks the 10th anniversary of the Paris Agreement and is a critical juncture for submitting new nationally determined contributions, as global climate governance enters a crucial stage. First, confidence must be strengthened. The green and low-carbon transition is the trend of our times. Although certain countries are moving against the tide, the international community should grasp the correct direction, maintain unwavering confidence, continuous action, and undiminished efforts to promote the formulation and implementation of nationally determined contributions, injecting more positive energy into global climate governance cooperation. Second, responsibilities must be shouldered. Upholding fairness and justice, fully respecting the development rights of developing countries, and narrowing rather than widening the North-South gap through the global green transition. All countries should adhere to the principle of common but differentiated responsibilities; developed countries should fulfill their obligation to take the lead in emission reductions and provide more financial and technological support to developing countries. Third, cooperation must be deepened. Strengthen international collaboration on green technology and industry, strive to bridge the green capacity gap, ensure the free global flow of high-quality green products, and make green development truly benefit every corner of the world.
Xi Jinping announced China’s new nationally determined contributions: by 2035, China’s net greenhouse gas emissions across the entire economy will decrease by 7%-10% from the peak, striving to do even better. The share of non-fossil energy in total energy consumption will reach over 30%, the total installed capacity of wind and solar power will be more than six times that of 2020, aiming to reach 3.6 billion kilowatts, forest stock volume will exceed 24 billion cubic meters, new energy vehicles will become the mainstream of new vehicle sales, the national carbon emission trading market will cover major high-emission industries, and a climate-resilient society will be basically established.
Xi Jinping emphasized that these are goals set by China in accordance with the requirements of the Paris Agreement, reflecting maximum effort. Achieving these goals requires arduous efforts from China itself, as well as a favorable and open international environment. China is determined and confident in fulfilling its commitments. All parties should take active action to promote the realization of a beautiful vision of harmonious coexistence between humanity and nature, and protect our shared planetary home.
