The 48th Chairperson’s Council Meeting of the 14th National People’s Congress Standing Committee was held on the morning of August 26 at the Great Hall of the People in Beijing. The Chairperson of the Standing Committee presided over the meeting. It was decided that the 17th Session of the 14th National People’s Congress Standing Committee will be held from September 8 to 12 in Beijing.
The Chairperson’s Council proposed that the 17th Session of the 14th National People’s Congress Standing Committee review draft laws including the Atomic Energy Law, the Public Health Emergency Response Law, the National Parks Law, the revised Arbitration Law, the Legal Publicity Education Law, the amended Food Safety Law, the Hazardous Chemicals Safety Law, the General Provisions of the Ecological Environment Code, the Ecological Protection Section of the Ecological Environment Code, the Green and Low-Carbon Development Section of the Ecological Environment Code, the National Development Planning Law, and the revised Prison Law; review the proposal submitted by the Chairperson’s Council of the National People’s Congress Standing Committee regarding the amendment to the Cybersecurity Law; review proposals submitted by the Financial and Economic Affairs Committee of the National People’s Congress on the revision of the Enterprise Bankruptcy Law, and by the Education, Science, Culture, and Public Health Committee on the revision of the National Common Language and Script Law; review the proposal submitted by the State Council on the amendment to the Environmental Protection Tax Law; review proposals submitted by the State Council on the approval of the “Treaty on Judicial Assistance in Civil and Commercial Matters between the People’s Republic of China and the Republic of Serbia” and the “Extradition Treaty between the People’s Republic of China and the Republic of Serbia.”
Additional agenda items proposed by the Chairperson’s Council for the 17th Session include: reviewing reports from the State Council on the implementation of this year’s national economic and social development plan, on the implementation of this year’s budget, on the management of government debt in 2024, on promoting the deep integration of culture and tourism, on addressing climate change and the work related to carbon peak and carbon neutrality, and on the pilot reform of water resource tax; reviewing the report by the Standing Committee’s Law Enforcement Inspection Group on the inspection of the implementation of the Trade Union Law; hearing a report from the General Office of the Standing Committee on the special research regarding several important issues in the preparation of the 15th Five-Year Plan outline; reviewing a written report on the visit to Kyrgyzstan, Hungary, and Switzerland and attendance at the Sixth World Conference of Speakers of Parliament; reviewing a report from the Credentials Committee of the Standing Committee on the qualifications of individual representatives; and reviewing relevant appointment and removal proposals, among others.
The Chairperson’s Council reviewed the analysis report on this year’s economic performance submitted by the Financial and Economic Affairs Committee of the National People’s Congress, as well as a report on public petition work since February 2025.
During the meeting, the Secretary-General of the Standing Committee reported on the draft agenda and schedule of the 17th Session. Relevant Deputy Secretaries-General of the Standing Committee, as well as responsible persons from relevant special committees and working committees of the National People’s Congress, reported on related topics.
