Fake job postings, illegal fees, employment discrimination, unlawful job intermediary activities… On July 9, the Chengdu Human Resources and Social Security Bureau, together with relevant departments, exposed seven cases disrupting the order of the human resources market to raise public awareness and warn against similar job-seeking traps. At the same time, the bureau reminds job seekers to call the 12333 hotline or the labor supervision complaint hotline if their employment rights are violated during the job search process.
1. Chengdu Qiancheng Hongyuan Labor Information Consulting Co., Ltd. Disrupting Human Resources Market Order
Chengdu Qiancheng Hongyuan Labor Information Consulting Co., Ltd. posted a message on its official WeChat account “Qiancheng Youcai Bao” claiming, “A Chengdu ring highway is hiring toll collectors—direct employment!” to lure job seekers into paying fees. The company collected a total of 206,000 yuan in service fees from three job seekers but refused to refund the money after failing to secure the jobs. Investigations revealed that the company published recruitment information without authorization or verification, illegally charged high intermediary fees, and falsely promised “internal referrals” and “guaranteed employment.” According to the Employment Promotion Law, the Interim Regulations on the Human Resources Market, and the Administrative Provisions on Human Resources Service Institutions, the Qingyang District Human Resources and Social Security Bureau revoked the company’s human resources service license.
2. Sichuan Qihang Bali Human Resources Co., Ltd. Illegal Fee Collection Case
Sichuan Qihang Bali Human Resources Co., Ltd. posted online advertisements claiming, “Pay money to secure a job in a state-owned enterprise—full refund within seven working days if unsuccessful.” The company signed “Career Guidance Planning Consulting Service Agreements” with job seekers, collected large consulting fees, and refused full refunds after failing to deliver. Investigations found that the company lacked online recruitment permits and employer authorization, engaging in fraudulent recruitment and illegal fee collection. Under the Interim Regulations on the Human Resources Market and the Administrative Provisions on Online Recruitment Services, the Tianfu New District Social Affairs Bureau ordered the company to refund all fees, remove false information, and revoked its human resources service license.
3. Sichuan Ether Global Human Resource Management Co., Ltd. False Recruitment Information Case
Since August 2024, Sichuan Ether Global Human Resource Management Co., Ltd. used its corporate WeChat and Douyin accounts to post misleading state-owned enterprise job ads with claims like “internal referrals, direct hiring without exams” to attract clients. Investigations confirmed the company posted false recruitment information without employer authorization or verification. Under the Interim Regulations on the Human Resources Market, the Tianfu New District Social Affairs Bureau revoked its human resources service license.
4. Sichuan Shitu Wuyou Human Resource Management Co., Ltd. False Recruitment and Employment Discrimination Case
Investigations revealed that Sichuan Shitu Wuyou Human Resource Management Co., Ltd. repeatedly posted fake job listings online and engaged in discriminatory hiring practices, severely violating job seekers’ rights. Despite multiple warnings from the Pidu District Human Resources and Social Security Bureau, the company refused to rectify its actions, disrupting market order and fair employment. Under the Interim Regulations on the Human Resources Market and the Employment Service and Employment Management Provisions, the bureau fined the company 2,000 yuan and revoked its human resources service license.
5. Chengdu Qiancheng Sijin Talent Exchange Service Co., Ltd. Illegal Intermediary Case
Chengdu Qiancheng Sijin Talent Exchange Service Co., Ltd. posted numerous state-owned enterprise job ads on platforms like Douyin, promising guaranteed placements for a fee, resulting in financial losses for job seekers. Investigations found the company published false recruitment information and charged unauthorized fees without employer authorization. Despite repeated orders to correct its practices, the company refused, severely disrupting the human resources market. Under the Interim Regulations on the Human Resources Market and the Administrative Provisions on Human Resources Service Institutions, the Chengdu Human Resources and Social Security Bureau revoked its license.
6. Hengnaisi (Chengdu) Enterprise Management Co., Ltd. False Recruitment Information Case
In April 2025, Hengnaisi (Chengdu) Enterprise Management Co., Ltd. posted online ads claiming, “We have connections with state-owned enterprise leaders—pay 300,000 yuan for guaranteed employment, full refund if unsuccessful,” but refused refunds after failing to deliver. Investigations confirmed the company had no authorization from state-owned enterprises and published false recruitment information. Under the Administrative Provisions on Human Resources Service Institutions and the Interim Regulations on the Human Resources Market, the Chenghua District Human Resources and Social Security Bureau ordered the removal of false ads and revoked its license.
