On September 18, the sixth press conference in the series “High-Quality Completion of the ’14th Five-Year Plan’ and Writing the Chongqing Chapter of Chinese Modernization” was held. This session focused on Chongqing’s achievements in promoting the healthy development of the private economy during the “14th Five-Year Plan” period.
“During the ’14th Five-Year Plan’ period, the added value of the private economy in the city increased from 1.48 trillion yuan to 1.98 trillion yuan; its share of GDP rose from 59% to 61.6%; the number of private market entities grew from 2.901 million to 3.673 million, accounting for 97.8% of all market entities in the city.” At the press conference, key achievements in promoting the healthy development of Chongqing’s private economy during the “14th Five-Year Plan” period were highlighted in four aspects.

Chongqing has continued to deepen ideal and信念 education for private economy representatives. The Luzuofu Private Economy College was successfully designated as a national ideal and信念 education base for private economy representatives. Together with eight municipal-level bases in Chongqing, it forms a “1+8” work system, turning memorial sites into “red classrooms” for private entrepreneurs and promoting rich,常态化, and long-term ideal and信念 education. Over the past five years, private economy representatives have visited the bases for training tens of thousands of times.
Strengthening party building leadership, efforts have been made to promote party building in private enterprises, aiming to achieve the “double strong” goal of strong party building and strong development. The party organization coverage rate among执委 enterprises of the municipal federation of industry and commerce reached 71.43%, and party work coverage reached 100%.典型 enterprises such as Zongshen Group and Qiutian Gear, where party building and development mutually promote each other, have continuously emerged.
Emphasis has been placed on selecting and树立优秀典型,着力讲好渝商 stories. More than 300 entrepreneurs have been awarded honors such as “Outstanding Socialist Builders,” “Outstanding Private Enterprises and Private Entrepreneurs,” and “Top Ten渝商.” Continuous efforts have been made to strengthen publicity and reporting on outstanding enterprises and entrepreneurs, with series like “High-Quality Development in Private Enterprises” and “Hongyan Young Business” reaching a total readership of over 20 million.
Serious attention has been given to education and training. The municipal government established special funding for training private economy representatives, organizing集中 training for over 600 representatives annually at domestic and foreign universities, covering topics such as the party’s innovative theories, enterprise management, and enterprise-related policies and regulations. Online and offline platforms like “渝商大讲堂” and “渝商微课” have attracted nearly 100,000 participants.

Chongqing has innovatively carried out reforms for the coordinated development of state-owned and private enterprises, establishing a mechanism for the联动 development of central enterprises, private enterprises, and foreign enterprises. Through project selection and reserve, investment promotion, and analysis feedback, mutual benefits and wins for state-owned and private enterprises have been promoted.
