Notice from Shanghai Municipal People’s Government Regarding Air Defense Siren Test

To further enhance citizens’ national defense awareness and civil air defense preparedness, test the operational status of the city’s air defense alarm systems, and verify the capability to sound air defense alarms, an air defense siren test will be conducted on September 20 (National Defense Education Day) in accordance with the “Civil Air Defense Law of the People’s Republic of China” and the “Shanghai Municipal Air Defense Alarm Management Measures”. The relevant details are announced as follows:

1. Time of the Air Defense Siren Test

From 11:35 AM to 11:58 AM on Saturday, September 20.

2. Scope of the Air Defense Siren Test

Throughout the entire city (excluding Pudong International Airport and Hongqiao International Airport areas).

3. Format of the Air Defense Siren Test

From 11:35 to 11:38: Pre-alert test, sounding for 36 seconds and pausing for 24 seconds, repeated 3 times as one cycle, lasting 3 minutes.

From 11:45 to 11:48: Air raid alert test, sounding for 6 seconds and pausing for 6 seconds, repeated 15 times as one cycle, lasting 3 minutes.

From 11:55 to 11:58: All-clear alert test, continuous sound for 3 minutes.

During the air defense siren test, air defense alert information will be broadcast through platforms including the Municipal Early Warning Release Center, Shanghai Media Group Convergence Center, and FM105.7 Shanghai Traffic Radio (Shanghai Emergency Broadcast).

4. Organization of the Air Defense Siren Test

The air defense siren test is organized and implemented by the Municipal National Defense Mobilization Office.

Prior to the test, news organizations, subway systems, buses, and other public information carriers are requested to conduct widespread publicity. All districts are asked to organize relevant publicity efforts and implement air defense drill plans.

During the test, all districts and educational institutions are requested to organize urban residents, students, and faculty to conduct air defense drills. All departments, units, and citizens are asked to cooperate actively and maintain normal work and daily routines.

National Defense Education Day

“National Defense Education Day” is not a physical place but an annual observance in China, held on the third Saturday of September. It was established in 2001 to mark the 81st anniversary of the September 18th Incident, a 1931 event that led to the Japanese invasion of Manchuria.
