On August 26, the “Opinions on Deepening the Implementation of the ‘AI+’ Initiative” (hereinafter referred to as the “Opinions”) was officially released. The document focuses on the aforementioned six key areas, deeply analyzes the transformative impact of AI on various industries and sectors, and strategically plans the focal points for the “AI+” initiative. Notably, the Opinions for the first time outline the development of intelligent-native new technologies, new business models, and new formats, and also propose for the first time a comprehensive intelligent transformation path for the primary, secondary, and tertiary industries.

Simultaneously, the Opinions set three-phase targets for 2027, 2030, and 2035. By 2027, AI is expected to achieve extensive and deep integration with the six key areas, with the adoption rate of new-generation smart terminals and intelligent agents exceeding 70%. The core AI industry is projected to grow rapidly, AI’s role in public governance will significantly strengthen, and the open cooperation system for AI will continue to improve. By 2030, AI will comprehensively empower high-quality development, with the adoption rate of new-generation smart terminals and intelligent agents surpassing 90%. The intelligent economy will become a major growth driver for China’s economic development, promoting technological inclusivity and shared benefits. By 2035, China will fully enter a new stage of intelligent economy and society, providing strong support for the basic realization of socialist modernization.

Deploying “AI+” Initiatives in Six Key Areas

“After initial market validation, AI has demonstrated the capability to solve complex problems in real-world scenarios, increasingly highlighting its role in reducing costs, improving efficiency, and enhancing total factor productivity. There is unprecedented strong demand for AI applications across society, marking a critical window for implementation.”

Driven by industry application needs and considering both domestic and international contexts, the Opinions propose six major “AI+” initiatives: “AI+” Science and Technology, “AI+” Industrial Development, “AI+” Consumption Quality Improvement, “AI+” Public Welfare, “AI+” Governance Capacity, and “AI+” Global Cooperation.

In “AI+” Science and Technology, the Opinions suggest accelerating the scientific discovery process by exploring new AI-driven research paradigms and speeding up major scientific breakthroughs from “0 to 1”. In “AI+” Public Welfare, the document proposes creating smarter work methods by leveraging AI to generate new jobs and enhance traditional roles, exploring human-machine collaborative organizational structures and management models, and fostering innovative work forms like intelligent agents, especially in labor-scarce and high-risk environments.

For “AI+” Governance Capacity, the Opinions aim to create a new landscape of human-machine coexistence in social governance by promoting the intelligent upgrade of municipal infrastructure, exploring urban planning, construction, and management for new-generation smart terminals, and enhancing the intelligence of urban operations. In “AI+” Global Cooperation, the document advocates for promoting AI as a global public good for the benefit of humanity, building an open ecosystem for AI capacity development that is equitable, mutually trusting, diverse, and win-win.

The deep implementation of the six “AI+” initiatives revolves around different participants—scientific researchers, industry enterprises, consumers, the general public, government departments, and countries worldwide—with a core focus on “newness”.
