Da Nang has over 16,000 subdivided residential plots for resettlement. To exploit them efficiently and avoid waste, the city divides them into 2 groups for resettlement and leasing.
Small-road land for resettlement, large land for auction or public works
On June 4, the Da Nang City People’s Committee announced it had approved a plan to exploit the subdivided residential land fund that is already physically available and managed by the city.
According to the decision, the total land fund included in the plan consists of 16,212 subdivided residential plots, divided into 2 groups for management and use in line with the city’s socio-economic development needs.
Specifically, for Group 1, which includes plots on roads with planned widths of 5.5m, 7.5m, and 10.5m, the city retains 12,220 plots for resettlement purposes.
The allocation and transfer of resettlement positions will be based on actual needs when implementing projects in the area.
For Group 2, which includes plots on roads with planned widths of 10.5m or more, including standard plots, corner plots, plots at T-junctions, or irregularly shaped plots, the city will implement various exploitation plans.
Among these, 1,040 plots will be consolidated into 121 larger plots for auction. This consolidation aims to improve land use efficiency, generate budget revenue, and meet socio-economic development requirements.
If there is a need to convert land for public purposes such as parks, promenades, community halls, or for healthcare, education, or culture, decisions will be made according to authority.
Additionally, the city plans to auction land use rights for 600 plots between 2026 and 2030, according to the approved medium-term and annual land use rights auction list.
Furthermore, 2,352 plots will be included in a short-term leasing plan, based on a review of resettlement needs, the status of land use rights auctions, and the need for other public purposes.

Avoiding the situation of ‘surplus large-road land, shortage of small-road land’
According to the Da Nang City People’s Committee, the classification and leasing aim to prevent waste of public assets, limit environmental pollution, and create room for implementing socio-economic development tasks and projects in each phase.
As previously reported, despite having over 16,000 plots, Da Nang still faced a paradox: the land fund was unevenly distributed, with a surplus mainly on large roads but a shortage in areas meeting the actual needs of residents.
At a conference in late March 2026, Da Nang City reported managing about 16,300 resettlement plots that had not yet been allocated across 391 projects. However, the land fund was unevenly distributed among areas.
