To implement national and municipal requirements for the development of professional and skilled talent, and further advance talent cultivation in Huangpu District, this plan utilizes local education surcharge funds to strengthen support for professional and skilled talent development, aligned with the district’s economic and industrial priorities. These measures are formulated in accordance with relevant national and municipal policies.
1. Strengthening Skilled Talent Training
(1) Supporting Employers in Skilled Talent Development
Emphasizing the role of enterprises in skilled talent cultivation, employers are encouraged to conduct training through apprenticeship programs, in-house skill evaluations, and organized training initiatives.
1. Enterprise Apprenticeship Programs
Employers implementing apprenticeship programs may receive district-level subsidies in addition to municipal support. Subsidies are structured as follows:
- Basic-level training: ¥2,000 per person annually
- Intermediate-level training: ¥3,000 per person annually
- Advanced-level training: ¥4,000 per person annually
2. Enterprise-Led Skill Evaluations
Enterprises establishing skill assessment centers receive a one-time grant of ¥100,000. Additional rewards of ¥1,000 per person are provided for employees achieving advanced skill certifications.
3. Organized Training and Evaluation
Employers demonstrating exceptional results in skilled talent development may receive rewards up to ¥1 million.

Certifications in priority occupations receive 30% higher rewards. Special rewards for eldercare and domestic service certifications (Intermediate: ¥500, Advanced: ¥1,300).

4. Subsidy Application Process
