The Academy of Strategy for Science and Technology organized the 2026 Conference of Officials and Employees to evaluate the results of work in the previous year, deploy tasks for the current year, and discuss many important issues related to organizational consolidation, promoting grassroots democracy, and improving governance efficiency during a period when the Academy continues to stabilize its apparatus after a merger.

The conference took place in the context of the Academy entering a particularly important phase: continuing to stabilize the organization while perfecting internal governance mechanisms, ensuring unity, synchronization, and fully leveraging the role of officials and employees across the entire Academy following the merger process and organizational restructuring according to new regulations.

According to Government Decree, the Academy of Strategy for Science and Technology is a public non-business unit under the Ministry of Science and Technology.

According to a Prime Minister’s Decision, the Academy was established based on the merger of 6 units, forming a new institution with a larger scale, more comprehensive functions, a broader scope of activities, and simultaneously setting higher requirements for coordination mechanisms, management, and the implementation of internal democracy.

After the opening remarks and introduction of delegates, the conference spent nearly two hours for a frank and responsible exchange on the principles and format of organizing the 2026 Conference of Officials and Employees.

This was a topic that attracted many opinions, clearly reflecting the delegates’ spirit of concern and responsibility towards the quality of conference organization, the participation rights of officials and employees, and the requirement to perfect the Academy’s governance model in the new context.

Some opinions at the conference suggested that, given the Academy’s current characteristic as a new unit post-merger, and following a directive at a Conference reviewing one year of the merger of two Ministries, which called for discussing post-merger consolidation.
