The Political Bureau of the Central Committee of the Communist Party of China held a meeting on March 27 to review the “Working Regulations for Local Committees of the Communist Party of China.” The meeting was presided over by Xi Jinping, General Secretary of the CPC Central Committee.
The meeting emphasized that local Party committees must resolutely safeguard the authority and centralized, unified leadership of the CPC Central Committee with Comrade Xi Jinping at its core. Implementing the decisions and deployments of the Central Committee should be the top priority. Matters decided by the Central Committee must be grasped firmly and implemented diligently, while closely integrating with local realities to enhance the initiative and creativity of the work.
The meeting stressed that local Party committees bear unshirkable responsibility in planning development and ensuring security, and must be down-to-earth and dedicated to solid work. It is essential to fully, accurately, and comprehensively implement the new development philosophy, solidly promote high-quality development, focus on ensuring and improving people’s livelihoods, and make every effort to safeguard national security and overall social stability. It is necessary to establish and practice a correct view of political achievements, insisting on achieving results for the people and through practical work, striving to create tangible achievements that can stand the test of practice, the people, and history. Education on democratic centralism should be strengthened within local Party committee leadership groups, rules for deliberation and decision-making should be improved, negative lists refined, and oversight mechanisms perfected. Key oversight matters, specific measures, and accountability should be clearly defined to ensure the strict implementation of democratic centralism. Members of local Party committee leadership groups should strengthen theoretical study, improve professional competence, and focus on enhancing leadership capabilities. They must shoulder the political responsibility of governing the Party with strict discipline, unswervingly advance the comprehensive strict governance of the Party, persistently and strictly implement the spirit of the Central Committee’s eight-point decision and its detailed rules, thoroughly address formalism to reduce burdens on grassroots units, exercise power in accordance with laws and regulations, uphold the integrity baseline, and promote the formation of a clean and upright political ecosystem.
