To further standardize the pilot work of long-term care insurance in this district and effectively safeguard the basic care needs of disabled elderly individuals, these implementation opinions are formulated based on the “Guiding Opinions of the National Healthcare Security Administration and the Ministry of Finance on Expanding the Pilot of the Long-Term Care Insurance System,” the “Shanghai Long-Term Care Insurance Pilot Measures,” and related supporting documents, in conjunction with the actual circumstances of this district.
I. Guiding Ideology
Guided by the Thought on Socialism with Chinese Characteristics for a New Era, adhering to the people-centered development philosophy, and aiming for a happy later life for the elderly, vigorously promote the integrated development of medical care and elderly care. Further improve the district’s unified needs assessment system for elderly care, the supply system for elderly care services, and the quality management system for elderly care security, to better meet the long-term care needs of disabled elderly individuals and continuously enhance their sense of gain, happiness, and security.
II. Basic Requirements
(1) Overall Planning, Steady Advancement
Under the premise of ensuring stability, balance the relationship between existing and incremental resources, beneficiaries and institutions, etc., to ensure the total number of beneficiaries of long-term care insurance benefits is more orderly and controllable. Promote a more dynamic match between the distribution of elderly care resources and the disability rate and structure, ensuring that disabled elderly individuals with genuine needs receive service guarantees.
(2) Interdepartmental Coordination, Quality Improvement and Efficiency Enhancement
The long-term care insurance work is highly policy-driven and involves a wide scope. It is essential to fully leverage interdepartmental coordination, cooperate closely, work together, standardize management, and jointly promote the smooth implementation of the pilot work. Strengthen business guidance and supervision management, utilize the role of sub-districts/towns and village (neighborhood) committees to ensure that all aspects of long-term care insurance work are carried out in a standardized, high-quality, and efficient manner.
(3) Lawful Compliance, Openness and Transparency
For key links such as needs assessment and care services, strictly implement current standards and regulatory requirements, ensuring procedures are lawful and compliant, and processes are open and transparent. All assessment and care institutions must strengthen internal management, improve incentive and exit mechanisms, and standardize the service behavior of staff.
III. Main Content
(1) Strict Application Acceptance
Insured individuals with care needs who wish to apply for long-term care insurance benefits, elderly care service subsidies, and other policies should submit an application for the unified needs assessment for elderly care to the nearest sub-district/town community affairs acceptance service center or branch (hereinafter referred to as the “Acceptance Center”) by themselves (or their guardian/agent). Relevant materials should be submitted in accordance with the “Detailed Implementation Rules for the Processing Procedures and Agreement Management of the Unified Needs Assessment for Elderly Care in Shanghai (Trial)” (Hu Yi Bao Gui [2024] No. 2). End-of-period assessments can be applied for online via the “Suishenban Jiading Flagship Store.”
(2) Improve Assessment Quality
Designated assessment institutions must strictly follow the city-wide unified assessment standards and operational norms to organize and implement assessment work, ensuring the assessment process is open and transparent and the results are fair and just. Implement the assessment result publicity system. The applicant’s Acceptance Center and village (neighborhood) committee (for institutionalized elderly, the respective elderly care institution) shall publicize the results within a certain scope. Only applicants with no objections raised during the publicity period and who meet the conditions may register and confirm with their intended service institution and begin receiving services.
