'Surrogates' Fined for Traffic Violations Immediately Recognized by Police - Image 1.

On June 3, the head of the Traffic Police Department in Binh Dinh Province identified two men in Quy Nhon City who acted as «surrogates,» paying fines for actual traffic violators. The individuals were Mr. V.T.D. (43, residing in Dong Da Ward) and T.K.D. (39, residing in Quang Trung Ward).

    Specifically, that same morning, Mr. V.T.D. went to the Binh Dinh Provincial Traffic Police Department, claiming to be the driver of car 81F-002.xx, which had been fined for speeding on the Km30-Km35 stretch of National Highway 19 passing through Binh Nghi Commune (Tay Son District) on April 27, 2025.

    Similarly, Mr. T.Q.D. declared himself the driver of car 77B-020.xx, which was fined twice for speeding on the Km2 section of National Highway 19 (passing through Dong Da District, Quy Nhon City) on April 16 and 21, 2025.

    However, after comparing surveillance images of the actual violators with photos of Mr. D. and Mr. D., the traffic police confirmed they did not match.

    When shown the violation images, both men admitted to being «surrogates» taking the blame for others’ offenses. They apologized to law enforcement.

    The head of Binh Dinh Provincial Traffic Police urged both men to abandon the idea of admitting to others’ traffic violations, as such behavior violates Circular No. 73/2024/TT-BCA from the Ministry of Public Security on traffic safety regulations and cannot bypass the monitoring system of competent authorities.

    The department head stated that the traffic surveillance camera system managed by provincial police operates effectively even in poor weather or at night due to advanced infrared technology.

    The cameras not only capture license plates but also clearly identify drivers. Acts of «substitution» to pay fines, especially those involving gender changes, can be easily detected.

    Police advise violators to strictly follow regulations and avoid fraudulent actions, which waste time and hinder authorities’ efficiency in handling violations.
