The “Three-Year Action Plan for Building a Beautiful Jing’an (2024-2026)” prepared by the District Ecological Environment Bureau has been approved at the 149th executive meeting of the district government and is hereby transmitted to you for implementation.

To implement the “Three-Year Action Plan for Building a Beautiful Shanghai (2024-2026)”, comprehensively advance the construction of a beautiful Jing’an, and accelerate the creation of a modern urban area where humans and nature coexist in harmony, this action plan is formulated.

I. Work Objectives

Anchored to the overall goal of building a beautiful Jing’an by 2035, efforts will be made to construct a central urban area of an international metropolis that is ecologically healthy, environmentally beautiful, livable and business-friendly, and green and low-carbon. By 2026, green and low-carbon development will be deeply advanced, emissions of major pollutants will be controlled, ecological and environmental quality will be consolidated and improved, living environment spaces will be continuously enhanced, ecological security will be effectively guaranteed, the environmental governance system will be more robust, a number of practical demonstration models will be formed, and phased achievements in building a beautiful Jing’an will be realized.

II. Key Tasks

(1) Deepen Pollution Prevention and Control, Strengthen Governance Foundation

1. Continue to Fight the Blue Sky Defense Battle. Organize and implement special actions including roadside inspections of high-pollution vehicles, rectification of motor vehicle inspection agencies, supervision of non-road mobile machinery, in-depth treatment of enterprise VOCs, dust control, and catering油烟 control. Promote the implementation of enhanced dust control measures at construction sites, advance the implementation of the motor vehicle emission inspection and maintenance system, and establish a multi-departmental mechanism for sharing problem clues and disposal information. Strive to keep the annual average concentration of fine particulate matter below 30 micrograms per cubic meter. Deepen the prevention and control of volatile organic compound pollution, strengthen coordinated management of ozone and particulate matter pollution, promote the implementation of negative lists for catering business locations, and enhance supervision of油烟 emissions around key complaint areas and environmentally sensitive points. Fully implement seven major special actions for noise pollution prevention and control.

2. Continue to Fight the Clear Water Defense Battle. Deepen the implementation of the river and lake chief system and carry out the construction of beautiful rivers and lakes. Promote comprehensive improvement of small and medium-sized rivers throughout the district, establishing a long-term management mechanism involving daily inspections, dynamic monitoring, and scientific analysis. Focus on key points such as pump station discharge outlets and park river discharge outlets, strengthen the investigation and remediation of sewage outlets into rivers. Increase efforts in renovating combined sewer systems, achieving compliance rates for drainage users exceeding 90%. Advance the construction of one initial rainwater storage facility. Strengthen supervision of medical wastewater and social sewage discharge, and enforcement against illegal discharges. The proportion of assessment sections with water quality at Grade III or above will reach 100%.

3. Continue to Fight the Pure Land Defense Battle. Strengthen linkage supervision between changes in land use purposes and risk control of contaminated sites according to law, enhance site environmental assessment during land reserve, transfer, recovery, and renewal processes to prevent secondary pollution. Research and explore new pollution treatment models such as “environmental remediation + development and construction”, and pilot green and low-carbon soil remediation pathways. The safe utilization rate of construction land will remain at 100%.

4. Deepen Solid Waste and New Pollutant Management. Carry out “zero-waste” construction and collect typical cases of “zero-waste cells”. Promote the renewal of household waste sorting points. Build 70 high-quality demonstration residential areas for household waste sorting. Establish 47 public-benefit recycling service points and 3 demonstration recyclable material transfer stations. Comprehensively advance the management of new pollutants. The resource utilization rate of construction concrete in the district will reach 100%, the comprehensive resource utilization rate of construction waste will reach 93%, and the resource treatment rate of demolition and renovation waste will reach 75%. Strengthen standardized management of hazardous waste, improve the peacetime-wartime combined medical waste collection and disposal model, and implement the electronic manifest system for medical waste transfer.

5. Deepen the Implementation of the Pollutant

Jing’an District

Jing’an District is a central urban district of Shanghai, China, known for its modern skyline and vibrant commercial centers. Historically, it takes its name from the ancient Jing’an Temple, a Buddhist temple founded in 247 AD, though the surrounding area has developed into a major financial and retail hub. Today, it exemplifies Shanghai’s blend of historical heritage with contemporary urban life.

Pengpu Town

Pengpu Town is a historically significant suburban area located in Shanghai, China. It was originally developed as an industrial and residential hub during the early 20th century, known for its textile mills and worker housing. Today, it has been largely redeveloped into modern residential and commercial districts as part of Shanghai’s urban expansion.

Shanghai

Shanghai is a major global financial hub and the largest city in China, located on the central coast. It grew from a small fishing village into a significant port, with its modern prominence largely beginning after it was opened to foreign trade by the 1842 Treaty of Nanking. The city is renowned for its iconic skyline, featuring landmarks like the Bund’s historic buildings and the futuristic skyscrapers of Pudong, including the Shanghai Tower.
