On the afternoon of November 27, the Hanoi Party Committee Secretary chaired a working session with the Standing Committees of the Party Committees of the wards regarding Party building, political system development, the socio-economic development situation, ensuring national defense and security of the localities, and the site clearance work for Ring Road 1 (the Hoang Cau – Voi Phuc section).
Attending the working session were the Deputy Secretary of the City Party Committee; members of the Standing Committee of the City Party Committee: the Head of the City Party Committee’s Organization Commission, the Head of the City Party Committee’s Commission for Propaganda and Mass Mobilization, the Chairman of the City Party Committee’s Inspection Commission, the Head of the City Party Committee’s Internal Affairs Commission, the Standing Vice Chairman of the City People’s Committee, and the Director of the City Police.
Wards Accelerate Completion of 2025 Targets
Reporting at the working session, the Chairman of the O Cho Dua Ward People’s Committee stated that state budget revenue in the area as of November 20, 2025, reached 2,688 billion 930 million VND. Total state budget expenditure as of November 20, 2025, was over 199 billion VND, reaching 79.45% of the estimate. As of the end of November 20, 2025, the ward had disbursed 165,300/231,300 billion VND of basic construction investment capital, reaching 71% of the assigned capital plan, and strives to achieve 98% disbursement of the assigned capital plan in 2025.
Administrative reform in all fields has been promoted. The ward has established 65 community digital transformation groups with 381 members; developed a plan to equip computers and printers in residential groups. Notably, the ward successfully organized the Launch Ceremony of an AI Virtual Assistant to support management, administration, and handling of administrative procedures for officials and people, marking an important step in the local digital transformation process.
Regarding site clearance work for the Ring Road 1 construction project, the district had approved 591/591 plans (achieving 100%); arranged 292 resettlement apartments for 213 households. Currently, 443 plans have had their sites handed over, reaching 75% of the total volume; 148/591 plans have not been handed over. Through mobilization efforts so far, 28/148 plans have committed to hand over before November 28. The ward has also developed a plan for compulsory site handover to the City Civil Engineering Construction Project Management Board for 120 plans to be completed before December 15, 2025.

At the working session, the Secretary of the Party Committee and Chairman of the Lang Ward People’s Council reported that in 2025, Party building work and political, economic, cultural – social, and national defense and security tasks of the ward were implemented effectively, ensuring smoothness, stability, and meeting the people’s requirements. The implementation of socio-economic development tasks was focused, ensuring budget revenue and expenditure in the area.
The ward’s total budget revenue from the beginning of the year to November 24, 2025, reached 32.654 billion VND (reaching 134.82% of the target); non-agricultural land tax reached 98.3%; public investment capital disbursement reached 40.44/55.11 billion VND, achieving 73.3%. Work on construction order, urban order, traffic order, and public order was maintained. The ward processed 8,395/8,470 dossiers, with 75 dossiers being processed (no overdue dossiers).
