On the occasion of the 80th anniversary of National Day (September 2), the head of household (or a family member authorized by the head of household) will receive a gift of 100,000 VND from the Government via the VNeID application or receive it directly in cash at the payment point in the commune.

Gifts for Vietnamese citizens and people of Vietnamese origin with personal identification numbers

In a statement issued on August 30, the Ministry of Finance stated that on August 29, the Government issued Resolution No. 263 on presenting gifts to citizens on the occasion of the 80th anniversary of the August Revolution and National Day.

Based on this resolution, the Ministry of Finance, in coordination with the Ministry of Public Security, issued a document sent to the People’s Committees of provinces and centrally-run cities, guiding the procedures and methods for citizens to receive the gifts.

Regarding the recipients, according to the Ministry of Finance, Vietnamese citizens and people of Vietnamese origin who have not yet determined their nationality but have been issued a certificate of identity card residing in Vietnam and have been collected, updated, and issued a personal identification number in the National Population Database, established by the end of August 30, 2025.

The gift amount is 100,000 VND (cash)/person.

The head of household will receive on behalf of members via VNeID or directly in cash at the payment point in the commune or ward

Regarding the method, the Ministry of Finance informed that the gift is given by household. The head of household (or a family member legally authorized by the head of household) will receive on behalf of and transfer the gift to the members of the household.

For citizens who do not have a place of permanent registration, the gift will be given directly to each citizen or a person authorized by the citizen.

Citizens can receive the gift in one of two forms. One is via bank transfer through the integrated social welfare benefit account on the electronic identification application – VNeID.

Two is for citizens to receive directly in cash at the payment point organized by the locality in case the citizen has not integrated a social welfare benefit account on VNeID.

The commune-level People’s Committee decides on the gift-giving location suitable to actual conditions, prioritizing places convenient for citizens.

People go to the gift-giving location organized by the commune-level People’s Committee at their place of permanent residence, temporary residence, or current place of residence to receive the gift.

When receiving the gift, citizens present their citizen identification card or legal papers as prescribed by law. In case of receiving on behalf of others, the recipient needs to have a valid authorization letter or a birth certificate if receiving on behalf of a minor.

The gift reception period starts from August 30 and must be completed before September 2. In case of objective reasons, citizens can receive the gift after this deadline, but no later than September 15.

Providing more information on the source of funding for the gifts, the Ministry of Finance stated that it is allocated in the central budget estimate for 2025. The Ministry of Finance has fully transferred the funds to localities to implement the gift-giving to citizens according to regulations.

The Prime Minister has just issued Official Dispatch No. 149/CD-TTg dated August 28 on presenting gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day (September 2).

National Day

August Revolution

The August Revolution refers to the 1945 uprising in which the Viet Minh, led by Ho Chi Minh, seized power from the French colonial administration and the Japanese occupation forces. This pivotal event led to the end of French colonial rule in Vietnam and the subsequent declaration of the country’s independence.
