Chairman of Hanoi stated that the city will select two adjacent communes with a population of about 700,000 to pilot the socialist commune model.
On the afternoon of May 21, the Ho Chi Minh National Academy of Politics held a scientific seminar on building in the new development era – theoretical and practical issues.
Criteria for selecting the pilot location
Speaking at the event, the Chairman said the selection of the area to pilot this model is based on principles ensuring balance, representativeness, and feasibility. Areas that are too specific or too difficult to implement will not be chosen.
“Priority is given to areas with conditions for synchronized implementation of the project’s contents, especially the 8 core contents and the ability to organize and rearrange development space, ensuring strong leadership and direction from local party committees and authorities. That ward or commune must have a high political commitment in implementation,” he said.
According to him, the chosen location must have conditions for development space and ample room for growth.
It must also have a relatively independent position and convenient connections to major transport routes, green corridors, river and lake systems, and other functional spaces, to ensure feasibility during implementation and the potential to replicate the model.
“The selection of the pilot area is based not only on existing conditions but also on the leadership capacity for implementation and the readiness level of the grassroots political system.
This ensures the chosen area is not only suitable but truly feasible, producing tangible results with the potential for widespread replication,” he added.
He said the project is currently in the phase of seeking opinions from central agencies, but it is expected to select two adjacent communes to simultaneously organize implementation, ensuring a combined population of about 700,000 upon completion.

Expected implementation timeline
Regarding the implementation timeline, the Chairman said it includes three phases. Accordingly, in 2026, the project and its component projects will be finalized, the pilot area will be selected, and resources will be allocated for implementation.
It is expected that by September, the location will be selected, project plans will be developed, and implementation of the pilot will be directed.
From 2027 to 2030, all tasks in the pilot area will be implemented synchronously.
By 2030, a preliminary review will be conducted, all criteria will be finalized, and from 2031 to 2035, implementation will continue and the project will be concluded.
He emphasized that the project is of special interest to the Hanoi Party Committee, authorities, and people, who are focusing on directing and carefully organizing research and development.
Since the first quarter, Hanoi has established a steering committee for the project. The project has received opinions from the City Party Committee and its Standing Committee for the third time.
The project is currently being further refined, with seminars held to seek opinions from experts, scientists, and central ministries and agencies. This content is expected to be completed by May 2026, before being submitted to competent authorities for review and decision.
Regarding the concept of a socialist commune or ward, he said it is defined as a model of development and governance organization at the grassroots level.
In this model, the commune or ward does not merely perform administrative functions but serves as a unit that directly transforms the goals and characteristic values of socialism into specific development outcomes in the area.
