Chairman of the People’s Committee of Ho Chi Minh City, Nguyen Van Duoc, stated that city leaders strongly support Vietnamese businesses registering to be part of the city’s railway system. Currently, many businesses and corporations are showing interest and registering for metro lines.

On the morning of June 3, the People’s Committee of Ho Chi Minh City held a session to evaluate the economic-social situation of May and the first five months of the year, outlining upcoming tasks and solutions.

In his concluding remarks, Chairman of the People’s Committee of Ho Chi Minh City Nguyen Van Duoc assessed that the city’s economy and society have experienced both advantages and challenges over the first five months. Nevertheless, Ho Chi Minh City has achieved many bright spots in growth.

However, he also pointed out numerous limitations. Specifically, the disbursement of funds in the first five months only reached just over 10%, even though the city leaders have introduced many decisive solutions.

He instructed the construction of a list of key projects utilizing large funding sources, setting disbursement targets for public investment for each unit, locality, and project.

“Absolutely, the second quarter must achieve a 30% disbursement of public investment funds; any unit failing to meet this will be held accountable,” Mr. Duoc emphasized.

He indicated that in the near future, Ho Chi Minh City leaders would manage based on efficiency and work results. If officials do not perform well, they will be replaced; recently, the city has already changed the positions of some unit leaders.

Many investment procedures are excessively meticulous and redundant

Besides, although businesses have started paying attention and returning to the Ho Chi Minh City market, many enterprises are still withdrawing. This shows that administrative reform still has many issues, with processes being overly cumbersome and complicated. He suggested that departments must decisively eliminate inconveniences for businesses, especially in important areas such as Finance and Construction.

“Currently, some procedures are too restrictive and redundant. Many places fear businesses might exploit them, leading to the implementation of unnecessary regulations, creating a negative mindset,” Mr. Dược said.

Regarding the upcoming tasks and solutions, the Chairman of Ho Chi Minh City People’s Committee mentioned that the Central government has issued a “set of frameworks” with four resolutions: 57, 59, 66, 68 from the Politburo.

These resolutions are important strategies to create new strength for the country’s growth. Mr. Dược suggested that agencies promptly advise the Ho Chi Minh City People’s Committee to implement them.

In the future, Ho Chi Minh City will eliminate district levels and merge provinces, requiring each agency and unit to proactively coordinate with neighboring provinces to develop reorganization plans.

Additionally, the Ho Chi Minh City Institute for Research and Development will coordinate with consulting units to redesign the city’s new planning based on the plans approved by the provinces, while updating additional sub-regions and new functions.

The new Ho Chi Minh City will assign functions as follows: Binh Duong will be the industrial hub; Ba Ria – Vung Tau will focus on marine tourism, ports, and marine services; and Ho Chi Minh City will be the center of finance and advanced technology.

The Chairman of Ho Chi Minh City People’s Committee also instructed the Department of Finance to immediately implement the plan to handle and reorganize public assets after restructuring the machinery. District units are given priority for building educational and healthcare facilities.

Transform public investment into private investment

Regarding the group, Mr. Duoc stated that Ho Chi Minh City will implement according to the spirit of diversifying capital sources, transforming public investment into private investment, reducing budget pressure. Ho Chi Minh City will also restructure the Urban Rail Management Board into a company model.

The idea is to establish a large corporation of Vietnam in Ho Chi Minh City, to form Vietnamese chaebols, Mr. Duoc said.

According to Mr. Duoc, the leadership of Ho Chi Minh City strongly supports Vietnamese enterprises registering to become the railway system of Ho Chi Minh City.

Additionally, Mr. Duoc mentioned that currently, besides Vingroup, Gamuda Group and the company of Ms. Nguyen Thi Phuong Thao, Vietjet, have also shown interest and registered for metro lines, such as from the city center to the airport or metro line number 2.

We are fortunate to have Vietnamese investors, with Vietnamese hearts, Vietnamese blood, and dedication to this land, registered to carry out the work. Building railways is difficult not easy, spending billions, earning only small sums, but they still want to register to do it. Why don’t we encourage them to proceed, Mr. Duoc said.

Furthermore, the Chairman of Ho Chi Minh City People’s Committee also requested the Thu Duc City People’s Committee and district authorities, along with industry departments, to focus on organizing and arranging the machinery, ready to enable the two-level local government to operate from July 1, stabilizing staff morale.

Ho Chi Minh City proposes to retain 100% of land revenue for 5 years

The Chairman of the People’s Committee of Ho Chi Minh City, Nguyễn Văn Được, also pointed out that the city’s revenue from land is too low, while Ho Chi Minh City needs capital to implement a series of key projects and initiatives.

There will soon be an amendment to the State Budget Law, adjusting the submission of 30% of this revenue to the Central Government. According to Mr. Được, Ho Chi Minh City will propose to the Central Government to retain 100% of this revenue for urban railway investment over the next five years. After five years, Ho Chi Minh City will comply with legal provisions.

The Standing Committee of the Ho Chi Minh City Party Committee will work with the secretaries and chairpersons of the district sectors on organizational arrangements

At the conference, the Chairman of the People’s Committee of Ho Chi Minh City, Nguyễn Văn Được, shared that recently, the city has focused on its tasks, and thus far, Ho Chi Minh City is prepared to eliminate the district level from July 1 and to integrate provinces on August 15.

Mr. Được also mentioned that this afternoon, June 3, the Standing Committee of the Ho Chi Minh City Party Committee will work with the secretaries and chairpersons of the districts to listen to the situation, difficulties, and proposals related to human resource arrangements and other issues.

According to the report from the Department of Internal Affairs, until now, the department has received proposals from 40 agencies and units and agreed with 1,218 cases eligible for early retirement policy and job termination.
