Major flooding on the Thao River (Red River) caused many houses on Thanh Nien Street and Ho Xuan Huong Street (Yen Bai Ward, Lao Cai Province) to be nearly completely submerged on the first floor.

According to the National Center for Hydro-Meteorological Forecasting, early this morning flooding on the Red River (Lao Cai Province) at the Yen Bai station continued to rise due to heavy rain combined with discharge operations from the Dong Sung hydropower plant.

Data from the Vietnam Disaster Management System showed that by 7:00 AM, the flood level on the Red River at the Yen Bai station was 2.48 meters above Alarm Level 3 – having risen 3.77 meters since the previous evening.

A resident on Thanh Nien Street in Yen Bai Ward reported that floodwaters rose rapidly last night, forcing his family to move their belongings to higher ground for safety.

By 11:30 PM, the family had moved all their possessions except for a refrigerator that couldn’t be relocated.

“This morning the floodwaters have risen almost to the first-floor ceiling, nearly matching the major flood of 2008, and the water is still rising but more slowly than last night,” the resident added.

Meteorological agencies forecast that on this day, Lao Cai, Phu Tho, and Tuyen Quang provinces would experience heavy to very heavy rainfall with common amounts of 40-80mm, and localized areas receiving over 150mm.

Forecasts indicated that throughout the day, flooding on the Red River would continue to rise slowly before fluctuating at high levels above Alarm Level 3. Flooding occurred in low-lying areas along the Red River section passing through Lao Cai.

To proactively respond to the major flooding on the Red River, the National Steering Committee for Civil Defense requested that Lao Cai and Phu Tho provinces actively organize the urgent evacuation and relocation of residents from low-lying riverside areas at high risk of flooding, and areas at high risk of landslides, to safe locations.

Simultaneously, they were to organize patrols, guard duties, implement flood prevention measures, ensure dike safety according to alarm levels, and prepare forces, materials, and equipment to immediately address any incidents, ensuring the safety of the dike system.
