On the morning of August 8, the West Lake Ward Party Committee held its first congress for the 2025-2030 term. Prime Minister Phạm Minh Chính attended and delivered a directive speech at the congress.
Attending the congress were former members of the Politburo, former Standing Secretary of the Secretariat, and other distinguished leaders.
Representatives from Hanoi included members of the Politburo, the Secretary of the City Party Committee, and leaders of various departments and agencies.
The congress was attended by 199 official delegates representing 6,139 Party members in the ward.
Developing a Green and Digital Economy to Drive Sustainable Growth
Under the motto “Solidarity – Democracy – Discipline – Breakthrough – Development,” the congress set the theme: “Building a clean and strong Party unit and political system; Preserving and promoting the value of West Lake; Developing West Lake Ward into a cultural, service, and tourism hub of the capital.”
The political report presented at the congress highlighted that, despite domestic and global challenges, the ward’s Party units and local authorities achieved comprehensive results.

Party-building efforts in West Lake have been effectively implemented. Models such as “Four-Good Party Cells” and “Four-Good Party Members” were recognized and highly appreciated by the city.
Economically, the ward’s production value grew at an average rate of 14.2% annually. OCOP products, such as Quảng An lotus tea and West Lake lotus tea, received investment and branding support. Budget revenue increased by an average of 10.9% annually, exceeding annual targets.
Cultural and social achievements were also notable, with 18 national-level and 16 city-level historical relics preserved. The “Trung Hiếu Oath at Đồng Cổ Temple” and “Quảng An Lotus Tea Craft” were recognized as national intangible cultural heritage. The ward eliminated poverty according to city standards.
